No. That was entirely Hunter's call. BPD could have gone around him if they felt it was important enough to risk further alienation and hostility between the two departments by going to a judge seeking an order; but, except for Smit (who was working for the DA's office), investigators had pretty much eliminated the stun-gun theory.I just read an interesting early article about the possible exhumation of JBR's remains.
