Here is what Midwest ADP does:

Midwest ADP offers a variety of services, including:

Supervised Probation - as directed by the Court

SATOP Clinical Intervention Program (CIP) - A 50-hour outpatient counseling program consisting of individual counseling, group counseling, and group education.

Victim Impact Panels - A one hour program designed to illustrate the effects that DWI offenses have on the offenders, friends, families and victims.

Clay County Drug Court - Midwest ADP currently provides substance abuse treatment services in conjunction with the Clay County Drug Court. This is a 16 - 24 month program offered to some individuals charged with certain drug offenses in Clay County, Missouri.

Outpatient Alcohol and Drug Treatment - An individualized treatment plan can be developed for each client seeking to attain sobriety from alcohol and other drugs.

Substance Abuse Evaluations/Assessments - An individualized assessment conducted by a qualified substance abuse professional.
Driver Improvement Programs (DIP) - An 8-hour course certified by the

Missouri Safety Center for a points waiver if ordered by the court
Alcohol and Drug Education Programs (ADE) - A ten-hour education class held on weekends for individuals who need education on alcohol and drugs but do not need to complete the SATOP program to reinstate their driver’s license.

Domestic Violence/Anger Control Programs - A twelve or twenty-six session domestic violence/anger control education program devised to educate the client about responses and reactions that cause them to act with anger.

Shoplifting Education Programs - A four-hour class scheduled on Wednesday evenings for those individuals charged with shoplifting/theft.

I went to casenet. You might try clicking on charges, judgements and sentences. This is what it will show.

Charge/Judgment
Description: As Owner, Oper Or Auth Another To Oper A Mtr Veh W/Out Maintain Financl Respons (Mtr Veh Reqrd To Be Reg) { Misdemeanor C RSMo: 303.025 }

Nothing about a DUI or DWI or alcohol-related offense.

She didn't have proof of insurance.

Reporters were running criminal background checks on Jeremy Irwin and Debbie Bradley on Oct. 4. If either had had a DUI, it would have been news in those first days.

That was the final charge. READ THE DOCKET.

She was sentednced to one year of probation ordered by the court, supervised by Midwest ADP.

So was it a DUI, domestic violence or was she shoplifting in her car?
RBM Did you see the very first thing that they did? They handle court ordered probation for any and all kinds of reasons. The financial responsibility charge alone could have been the reason why she had probation. For example, she might not have had any proof that she EVER had insurance and her probation could have been for her to show that she now has insurance. It could have been tagged as a probation violation if she didn't show proof that month. That is all it has to be as the charge is only for financial responsibility as listed.

You also bolded the parts about Clay County. Her charge was in Jackson County.

That was the FINAL charges that she pled guilty to. Read the docket and you will find what she was ARRESTED for.

She was stopped by Missouri Highway Patrol in eastern Jackson County and cited for not having insurance and proof of registration. Two citations. Two misdemeanors, nothing to do with a DUI.

Because it was highway patrol and not a city police department it was handled in state court rather than municipal court. That's how it is in Missouri.

re: DUI/DWI

it was suggested by another poster that she'd had one b/c of where she did her probation... at MWADP (alcohol and drug treatment center). the conversation began a few pages ago. once successfully completed, the charge is removed from one's record - which is why it wouldn't be listed/visible on casenet. but according the website, the location also supervises misdemeanor probation so is it possible the poster who's theorizing this is wrong? that was my initial thought but it was quickly dismissed by someone who was adamant i was wrong lol

Midwest ADP is an outpatient alcohol and drug abuse treatment facility and misdemeanor supervised probation provider, serving Kansas City, Gladstone, Blue Springs ...

I Have NEVER in my life heard of a one year probation issued for driving with out tabs. Period.

AND DB VIOLATED the terms of her probation and was ARRESTED on those violations. Do they do that in MO for expired tabs?

She had an arraignment 1/15/2009. Do they arrest people in MO for driving without tabs or even insurance?

The original charge would be listed on casenet.

If she was cited for DUI or DWI, it would show up on casenet.

That was the FINAL charges that she pled guilty to. Read the docket and you will find what she was ARRESTED for.

I looked at the docket like you suggested and I can't even find the word arrest anywhere.

All I can find is a financial responsibility charge 303.025.

I have a feeling that no matter what we say we aren't going to convince each other (is it a full moon tonight?) but if you look you can see she clearly didn't get a year's probation because she was cited Jan. 7, 2009, and it was imposed Feb. 19, 2009, to start and it lists Aug. 3, 2009, as completed before probation revoked. That's not a year. I know what the record says....but this was a state case, not a municipal case so it's handled differently in Missouri.

There were two tickets issued by Missouri Highway Patrol during one traffic stop.

Technically in Missouri, when MHP cites you during a traffic stop you are "arrested."

But it's a far cry from a DUI or DWI. Like I said....full moon :)

But she was ARRESTED.

Here it is from the DMV of MO. . .

If you're caught driving without your insurance card, you can be ticketed, although you can usually have your ticket overturned if you present the court proof that you were insured at the time of citation.

They do not arrest you for driving without insurance. DB was ARRESTED.

Let me repeat. Journalists were digging into their background before noon on Oct. 4, which is before they had any attorney much less Joe Tacopina.

Yes, casenet was checked as well as other records etc etc. If one of them had had a DUI or DWI, it would have been discovered well before Joe Tacopina signed onto the case.
