Here's the answer:Sometimes it seems like they just hand out driver's licenses for the asking, but actually, people have to pass both a written test and a driving test in California.
The California I.D. card is almost a must have for anyone of any age who doesn't drive or doesn't have a driver's license for whatever reason. To get one, you have to apply for it in person, fill out an application, give a thumbprint, have your picture taken, give your social security number, verify your birth date and legal presence (in other words provide a birth certificate).
The new I.D. gets mailed out within 60 days.
It is against the law to run a "name" through the DMV just for the heck of it. Even law enforcement people may not do that. Obviously, DMV people may not do it either.

SACRAMENTO, Calif. -- Kidnapping victim Jaycee Lee Dugard has taken some official steps toward putting her life together after she allegedly spent nearly two decades in captivity.Dugard was issued a California identification card in November and has also requested a state drivers license.
