DELPHI, Ind.—The rural Delphi man who owns the land where 14-year-old Liberty German and 13-year-old Abigail Williams' bodies were found now has a court date to face allegations he violated his probation.

The 77-year-old man was taken to Carroll Superior 1 Court Wednesday morning for a hearing, Carroll County Sheriff Tobe Leazenby said. The Journal & Courier is not identifying the individual because he is not a suspect in the Feb. 13 killings, according to police.

While in court, a 3 p.m. April 3 hearing was set to present evidence during a petition to revoke probation hearing, Carroll County Prosecutor Rob Ives confirmed Wednesday afternoon. The court also took under advisement the man's request to be released on bond.

“I think it’s important for the law enforcement officials to be able to do their job and not leave any stone unturned and I think once they do that they will realize that Mr. Logan had nothing to do with this,” said Achey, attorney.

Achey said his client had a hearing Wednesday for an unrelated case.

“Well, it essentially means that we asked the court to set a bond or to let him go on some sort of community corrections program like home detention or work release prior to the fact finding or prior to the trial in the OWI probation violation,” he said.

The Carroll County Sheriff said for a short period of time they had to move Logan to a different jail for safety and security concerns. The sheriff said he’s now back in their custody and is being held for violating probation for the 2014 DUI case.

Achey said he talked with his client today, but could not share any part of that conversation.

“It’s all protected by attorney client privilege, but he’s holding his head high, like I said a few nights ago,” he said. “He’s holding his head high. He’s hopeful that this will be resolved soon and he hopes you know law enforcement officials are able to bring the person responsible for these crimes to justice.”

“It’s just one of those things that you hope they can come and conclude it and figure out what happened,” said Robert McCoy, Delphi resident. “Catch this individual, I mean he’s a monster.”

Robert McCoy said he moved to Delphi about eight years ago.

He like many others in the community are hoping for an arrest and justice for the families.

“I never experienced this situation, but I can not imagine what these families are going through,” said McCoy. “They need closure. They need closure.”

Investigators said the reward money for anyone with information leading to an arrest is now more than $234,000 thousand dollars.

Police investigating the murders of Delphi teenagers Libby German and Abby Williams called for help Thursday and got it.

Scores of officers from across the state showed up to follow-up on a backlog of tips and leads.


The number of police actively working the double homicide has fallen from 200 to two dozen. What happened Thursday showed detectives that if they need help, it’s only a few phone calls away.

100 officers from 20 different departments helped catch up on a backlog of 2,400. Detectives looking for the person or persons who killed Libby German and Abby Williams have, according to state police Sgt. Kim Riley, been busy.

“We looked at over 300 people. We have a few we are still looking at hard,” he said.

Dozens of police departments that initially sent officers to help with the investigation have called them back home.

Some might see it as an indication that the importance of this investigation is diminishing. “Well, they are going to be completely wrong.” Riley said.

“We are not going to stop working," Riley said. "This is an important case. We want to put resolution to this and put a stop to this person or persons that are involved with this.”

It’s been almost a week since investigators searched the home of Ron Logan, the man who owns the property were Abby and Libby were found. Although it doesn’t appear as if they found any significant evidence, items removed from the home and farm outbuildings are still being evaluated, according to Riley.

“He is still a subject of interest," said Riley. There are 50 or 60 people who are subjects of interest.”

A double amputee is using his wheelchair to raise awareness and money for kids in need.

Richard Propes is wheeling across 12 Indiana trails this week, and he’s raised thousands of dollars for kids who are victims of violence. He’s dedicating the last mile of his tour to Abby Williams and Libby German, two Delphi teenagers murdered last month.

Propes was laughing and smiling during his Thursday stop at Plainfield’s Friendship Park, but his smile was nowhere to be seen when he heard what happened in Delphi.

“Honestly, I cried,” Propes said. “It’s horrifying, and it’s not the Indiana that I know. I’ve traveled these roads for 28 years, and I’ve never had a negative experience.”

He calls the project a part of a “Tenderness Tour.”

STANTON — While Indiana State Police continue to investigate a double homicide that occurred over a month ago in Delphi, Ind., relatives of one of the victims plan to hold a memorial in Stanton.

Cliff Williams of Grand Rapids is the grandfather of Abby Williams, 13, whose body was found at Delphi Historic Trail on Feb. 14.

“She was a very special part of his life,” said Lucy Hubbard, Abby’s aunt who lives in Six Lakes. “She was his only granddaughter. She, of course, lived in Indiana, but he would go down whenever he could.”

The weekend before Abby’s death, Cliff had visited her in Indiana and took her shopping.


In memory of Abby, a community memorial luncheon is being held for Cliff and Abby from 2 to 5 p.m. Sunday, family and friends will be hosting a community memorial luncheon at the Stanton American Legion Post, 337 W. Day St.

“Cliff’s classmates and people that knew him want to do this for him,” Hubbard said. “A lot of these people probably never met her, but a lot of people have known Cliff and his family for forever.”

During the memorial, family and friends will release over 100 balloons in her honor. A cousin of Abby’s is putting memorial ribbons up around Stanton and around the American Legion.

“We’re encouraging people to put an orange lightbulb in their outdoor light — they’re doing it down in Delphi, too — until police catch who did it,” Hubbard said. “We’re all kinds of struggling. I just don’t understand how a person can kill two little girls just out for an afternoon.”

Lucy Hubbard, Abby’s great-aunt, lives in West Michigan. Hubbard’s brother, Cliff, is Abby’s grandfather. She said the two of them had a very special bond.

“She was a special little girl, and she had a grandpa that dearly loved her,” said Hubbard.


Hubbard said Cliff also lives in Michigan but would go down to Indiana and visit Abby often, and was with her the weekend before she went missing.

"She called and said, ‘Grandpa, I’ve signed up to play ball, and I need some equipment,” said Hubbard. “So Cliff took the day off work and went down to Delphi [and] took her shopping.”

Liberty’s grandfather said the two girls played softball together and were practicing in the backyard the day before they went missing.

Police have received more than 14,000 tips since 14-year-old Libby German and 13-year-old Abby Williams were killed near a wooded trail last month.

About 150 officers from nearly 20 different departments helped get the number of followup tips in the case down to around 2,900 Thursday.

Police still haven't identified the man in the photo or audio taken on German's cellphone the day she and her best friend were killed.

The investigation into the deaths of two Delphi teenagers will "take on a different appearance in the weeks to follow," according to a news release.

More than five weeks after the killings of 14-year-old Liberty German and 13-year-old Abigail Williams, Indiana State Police announced on Friday that assistance from several law enforcement agencies is longer needed and that tips have been brought down to a manageable number.

The new approach could look much different from the current all-hands-on-deck philosophy.

ISP Sgt. Kim Riley stressed that this new approach does not mean the case has gone "cold."

"To the contrary, each investigator remains strongly committed to reaching resolution," Riley said in the written release.

Some investigators will continue working at the current command center, located in the former Carroll County REMC building at 119 W. Franklin St. in Delphi, while others from out-of-town or out-of-state will return to their "home base" and will still be within reach, Riley said.

“We remain committed to this investigation and the Carroll County and Delphi community until this evil is eradicated," ISP Supt. Doug Carter said in the written release. "We are on board until the end to assist our fellow law enforcement brothers and sisters.”
