Here is a local story from the Hampton Roads area of Virginia mentioning JM's Christopher Newport Univ 2003 stint and two girls who went missing during that time. Also, unsolved mystery in Va Beach in 2005, but since JM had left the area by then, probably not related imo.

I just hate how rape is treated so much differently than other crimes. Colleges act as though it is some misunderstanding that just needs to be worked out. If someone were murdered on campus, then you would not find anyone who would think that the college should just deal with it internally. Rape should be treated the exact same way.

Even though there is an innate conflict of interest (protecting the university's rep v.student safety) Universities in Virginia have actual Police Forces. They are trained exactly in the same programs/academies as any other LE in the Commonwealth. Their jurisdiction is on grounds. In the event of any crime "on grounds" they have first jurisdiction over the case...even murder. In theory there should be no difference in the investigative procedure BUT it seems, especially in the case of rape, University Administrations have been shown to put pressure on the School's PD to close cases, IMO.

The Cleary Act is a Federal Law that requires Universities to provide "on grounds" crime statistics. School Admins want these numbers to be as low as possible because high numbers, they fear, may effect their enrollment numbers, alumni dollars, etc. It's a real quagmire.

I do not on principle have an issue with universities having a police force. The thing that bothers me is that clearly administrators and others who are not on the police force will get involved in rape cases and pressure the victim to drop it, with the punishment for the man being expulsion from the university. If you are caught cheating on a final you get expelled from the university. To me, that is something that admins should have jurisdiction over and mete out punishment for, but not rape.

My biggest problem is that they are potentially letting a serial rapist/murderer fly under the radar. Would the 2005 rape incident have been solved if JLM had "pinged" back then? I wonder. I wonder how many rapists started in college and were disciplined by the school instead of the legal system, and so their records looked nice and clean for the next ten years, thus not raising the appropriate level of suspicion against them. I just have to wonder.

How many times have these sorts of things been handled unilaterally by the university? How many times does the guy get kicked out but it just says that he stopped attending classes on his transcript?

I don't think JM drove a cab at this time, but maybe he access to one. And I've often wondered with all of these missing women in the area if people are working in a group or it's individual work.

This is probably a long shot but there was a young woman named Autumn Wind Day who went missing from a grocery store parking lot (Food Lion) in July 2003. The store was located within a few miles of the CNU campus. Just posting this for reference, not sure he would be there in July before the school year started unless he was playing football and went early for pre-season.

He was dropped off at by the cab a little ways from his house. I think if I am not mistaken it is the same road where Jesse hicks truck was found in 2004 after he went missing.
