UPDATE 17 Sept 2014, 5:15 p.m.:

Authorities said at a news conference this afternoon they are closing in on people who they believe are responsible for the disappearance of two Maryland sisters in 1975. Katherine and Sheila Lyon, 10 and 12 respectively, disappeared March 25, 1975 in Wheaton, Maryland.

Montgomery County, Maryland, Captain Darren Francke declined to say what led investigators to Bedford County or what the six-day search has turned up.

However, he said authorities are "zeroing in" on people they believe are responsible for the "abduction and murder," of the Lyon sisters.

Their bodies have not been found at this point.

"We know who was responsible — each and every one of them," Bedford Commonweath's Attorney Randy Krantz said.

Authorities at the news conference confirmed family members of Lloyd Lee Welch, the 57-year-old named a person of interest in the case, also are under investigation.
No arrests have been made at this time.

Francke would not confirm how many of Welch's relatives this included or where they live.
The investigation is expected to take several more days.

"We are getting to the point we need to be at in order to hold people accountable," Francke said. ... more at link below...

Knowing who was responsible is the start. I'm just glad we are finally getting somewhere. This case has me on pins and needles.

BEDFORD COUNTY, Va. (WUSA9) -- Detectives from the Montgomery County Police Department have not only expanded the search area for clues relating to a 1975 cold case, they've also expanded the number of people they believe were involved.

Montgomery County police along with Virginia authorities are searching a rural part of Virginia for evidence in the 1975 disappearance of the Lyon sisters, police confirmed Tuesday.

"Body Farm" Researchers on Standby for Taylor Mountain Search

Bedford Co., VA - Anthropological researchers from the University of Tennessee's "Body Farm" are on standby to assist with the investigation on Taylor Mountain, according to Bedford County Commonwealth's Attorney Randy Krantz.

Krantz said Thursday morning the university's famed Forensic Anthropology Center is making ground penetrating radar available if needed.

On Wednesday, C. Cliff Boyd, Ph. D., Co-Director of the Radford University Forensic Science Institute, was on the mountain with investigators. Boyd is an anthropologist.

Krantz said in these types of investigations an anthropologist can be brought in to look at specific spots identified by investigators, for example, any areas cadaver dogs may have alerted on. Investigators have confirmed the dogs used in the search Tuesday are cadaver dogs.

A Virginia State Police helicopter circled the search area Wednesday, hovering at times for investigators to take aerial photographs. Krantz said the helicopter flight is part of the process of mapping the search area, to relate evidence to grid coordinates.

Krantz compared the investigation to an archaeological dig, where you go layer by layer looking at everything as you go. Investigators have not said what, if anything, has been found.

A cold case squad from Montgomery County, MD is expected to be in Bedford County through the weekend....

... Montgomery County detectives investigating the 39-year-old disappearance of Katherine and Sheila Lyon are searching an area in Bedford County, Va., about 200 miles southwest of Washington.

Police are trying to establish a connection to Lloyd Lee Welch, an inmate in Delaware who officials earlier labelled a person of interest in the case. Police are “looking for evidence and gathering information that may indicate that Welch had a connection to the girls’ disappearance,” Montgomery police said in a statement Tuesday night.

Montgomery officers have been in the area since last week. They are working with the Bedford County sheriff’s office and the Virginia State Police.

“Recent developments in the investigation have led law enforcement to the Taylor Mountain area of Bedford County,” the local sheriff’s office said in a statement.

On March, 25, 1975, the “Lyon sisters,” as they would come to be known in the high-profile case, vanished after walking from their home in Wheaton, Md., to a nearby mall. Sheila was 12 at the time and Katherine was 10. ...

2 October 2014 Press Conference

At a press conference today, Investigators named a second Person of Interest in the Lyon Case. He is Richard Allen Welch, Senior.

He is an uncle of POI Lloyd Lee Welch, Jr. (Brother of Lloyd Lee Welch, Sr.)

Richard Welch is still living and may have been a security guard in the Wheaton area in the 1970's. Investigators are asking businesses in the Wheaton, MD area to review their records to see if they ever hired a security guard named Richard Welch.

A Grand Jury will be convened tomorrow in Bedford County, Virginia to review evidence.

The search of property continues on Taylor's Mountain.
 
Officials name 2nd ‘person of interest’ in Lyon sisters case

Law enforcement officials on Thursday named a second “person of interest” in the 39-year-old disappearance of two Montgomery County sisters, and they signaled that they are moving closer to learning what happened to the girls who were last seen at a Wheaton shopping center.

Officials said the second man, Richard Allen Welch, 69, is the uncle of Lloyd Lee Welch, a convicted sex offender who previously was named a person of interest in the disappearance of Sheila and Katherine Lyon. The police focus on the elder Welch developed during their recent, renewed investigation in the case.

Neither man has been charged in the case. Authorities have declined to comment on what role they think either might have had in the disappearance or detail what evidence they have gathered....


... In recent months, investigators also have spoken to Welch family members.

In Oakdale, Tenn., Edna Welch, 80, said Montgomery detectives have talked to
her once on the phone and visited her twice. She said they are trying to get
Welch family members to turn on each other. “They get our family fighting over
who said what,” she said, “I’m telling you, I’m mad about it.”

During one visit, Edna Welch said, detectives had a search warrant and took
photographs and letters that Lloyd Welch had written to her from prison. She
said they also took a letter, containing Bible verses, she had written but
hadn’t mailed. “Maybe the Lord intended for them to read that,” Edna Welch said
of the investigators.

She said she knew Lloyd Welch as a boy and doesn’t think he had anything to
do with the disappearance of the Lyon sisters. “I’ll go to my grave, if I die
tonight, saying he didn’t do it,” adding that she wasn’t “excusing him for what
he has done in later years.”...

... Edna Welch said that Richard Welch is her late husband’s brother. She said
that Richard Welch and his wife are hard-working people who raised their
grandchildren. Asked whether she thought Richard Welch had anything to do with
the sisters’ disappearance, she said, “That’s totally insane.”

“They have always been a great couple,” Elliott said. “I always see them
together.” Elliott expressed surprise that Richard Welch could be connected to the
disappearance of the Lyon sisters in any way. “I can’t believe they would be involved in anything like that,” she said....

Washington Post: First Article about TRM and the Reward

Here is the article which appeared in the Washington Post newspaper on Tuesday morning, 1 April 1975. The Lyon Sisters had disappeared from Wheaton Plaza exactly one week before.

This article was accompanied by a pencil sketch of the Tape Recorder Man (TRM) which was drawn on Friday, 28 March 1975 by PFC Davis Morton of MCP. He made the sketch with help from "Jimmy" a 13 year old boy who had witnessed the girls talking to TRM on the day they went missing. It marked the first release of the TRM sketch.

Note the mention of a $7,000 reward just then being announced for the first time.

Note also that NO mention is made of any Long Haired Man - even though the LHM sketch was made earlier (on Thursday 27 March 1975) by the same police artist.

Police Seek Man Seen Talking to Two Lyon Sisters

Shortly before they disappeared from the Wheaton Plaza shopping center last Tuesday, the two missing Lyon sisters were seen talking to a 50-year-old, well dressed man who had a tape recorder and was apparently recording his conversation with them, Montgomery County police disclosed yesterday.

The police yesterday released a sketch of the man whom they said they were seeking for questioning in connection with the disappearance of Sheila Lyon, 13, and her sister, Katherine, 11. They are the daughters of John and Mary Lyon of xxxx Plyers Mill Road, Kensington.

Although police said they received the description of the man last Friday, they said they did not want to release it publicly "until the time was right ..... and all the leads were checked."

Police said they also had advised against the offering of a reward until all leads were checked. Yesterday, with police approval, WMAL and the American Federation of Television and Radio Artists announced they are offering a $7,000 reward to the first person with information leading to the safe return of the girls. Lyon is an announcer for WMAL radio.

Last Friday, police said they were told that a man, described as a white male, about 6-feet tall, wearing a brown suit and carrying a brown briefcase, talked to the young girls at 1 p.m. outside the Orange Bowl Restaurant at Wheaton Plaza. The informant, police said, was a 13-year-old boy who knows the two girls well.

Police said the boy told them that he walked past the girls and the man and saw the girls speaking into a microphone attached to a cassette tape recorder inside the briefcase. After drawing up a composite sketch from the boy's description, police said they interviewed store officials and clerks in Wheaton Plaza and showed them the sketch, but did not come up with any leads. A WMAL spokesman said some people at the station also were shown the sketch before it was released, but that no one recognized the man.

"We're checking the sketch with known sex deviates and ... against everything we got," said Capt. Gabriel Lamastra, head of the county's juvenile section "To be honest, I wouldn't tell you if we made a hit or not."

Meanwhile, police said they had abandoned their search of the immediate areas of the Lyons' home and the shopping plaza. When the two girls were reported missing, police searched the vicinity for six days looking for Katherine, who was wearing blue jeans and a red jacket, and Sheila, wearing a dark blue shirt and wheat-colored corduroys.

"We've run out of places to search ... the state police did check in the vicinity of Carksburg on a tip but nothing panned out," a police spokesman said.

Mr. and Mrs. Lyon were at home again yesterday, receiving more phone calls and visitors offering help and sympathy in the search.

"Police stopped by again today and there was a little more action. Personally, I think things are picking up," Lyon said. "There's no specific cause for my optimism ... but just because more is going on, I feel something will break."

Besides the reward announced yesterday, WMAL has printed 5,000 leaflets with photos and descriptions of the two girls and police have distributed them. Anyone with information about the girls is asked to call police at 946-xxxx.

It's also interesting because before I saw this report,
I had just yesterday been looking at some missing people
on a website and this man is one of them from Bedford County, VA
