One of the rules Brian Higgins seemed to respect (judging by his previous behavior and the texts) is not driving the government vehicle while drinking. It seems that this is a bright-line offense to get caught with a DUI in an official car.

Instead he goes out drinking, has at least six whiskies (and I'm guessing much more) and then returns to move the government vehicle while under the influence.
