This is a very interesting case. I recall reading about it back in the 70's when it happened, and several times since whenever it was revived. Still nothing?

What I find most intriguing is the removal of the hands. Conventional thought is that was done to "conceal the identity of the victim", but to what end? Most likely that translates into concealing the identity of the murderer since he/she is most likely to be a friend or family member. Why else conceal the identity of the victim?
(I am surprised cynics have not put together "Cape Cod+summer+scandal" and produced a certain, famous family name, elsewhere blamed for so much)
Does this crime perhaps fit the outline of an "honour killing"? (perhaps by a visitor from the mid-east?) That might account for the lack of domestic missing person reports and for the need to remove the hands.
And most of the people I have met with gold crowns were, I think, Russian. I wonder if any government records still exist that might show a visitor arriving from that country during that time but never leaving? (or from the mid-east for that matter)
In any case I wish Chief Jaran the best of luck in bringing some closure to this case. Glad to see somebody is still trying.
