A child can become emancipated in the State of Arizona at the age of 16. I know the below states that Emancipation Laws became effective 8/12/2005, but I know in my state it is age 16 (or at least it was in the late 90s) when I dealt with an emancipated female (with child) in order to lease an apartment.

Emancipation

Emancipation laws became effective in the State of Arizona as of August 12, 2005, when it became possible for a minor that is at least 16 years of age to petition the Court for the status of an emancipated minor.

In Arizona, a child is considered emancipated when that child reaches 18 years of age, upon marriage, active military service, or by order of the Court. A minor can petition the Court for emancipation if ALL of the following apply:

• Is financially self-sufficient
• Reads and understand the information provided by the Court regarding the rights and obligations as well as the potential risks and consequences of emancipation; and
• Is not a ward of the Court in the care, custody, and control of a state agency.

The Filing fee for Petition for Emancipation is $161.00. The filing fee for Answer to Petition for Emancipation $176.00. Forms can be purchased at either the Juvenile Court Facility or the Self Service Center.

What's the legal age in Wisconsin for a child to be emancipated?

Answer

Not every state has emancipation laws, and Wisconsin is one that does not. There is no statue in Wisconsin under which a minor can petition the court for early emancipation.

Answer

Although there are no specific laws in the state of Wisconsin that relate to early emancipation of a minor, that does not mean a petition cannot be filed. In states that do not have emancipation statutes the cases are adjudicated on an individual basis, even minors cannot be denied their equal rights under the Constitution. You will need the assistance of state social services or DFS as an investigation of the circumstances will be required before any legal action can commence. The legal age of majority in Wisconsin is 18.

Thank you Bree! This is definitely an avenue we should explore.

I keep thinking that someone who knows who MJD is, could call and leave her name somewhere with someone who could then pass the information on to the police. Since they record calls at police stations, someone could call a local non-profit social service agency (believe me they can't afford to record conversations) and explain that you need to get a message to the Maricopa police regarding the name of the Jane Doe who died on January 27, 1999 after "exiting" a vehicle. The only reason that I can think of that someone wouldn't do this, is that somehow her identity would lead the police to something illicit. Or anyone who would give a hoot doesn't know that she is deceased and unidentified.

I was looking around on City Data at Arizona, people have posted things such as where is the worst area in Phoenix Etc.

Here is a part of one post from someone

East Van Buren Street. When it comes to prostitution, drugs and just about any type of criminal activity, people in Phoenix know that East Van Buren St is the worst. It is one of the main streets running West/East cutting right through downtown Phoenix and the "near-downtown" sections are the worst. South Phoenix also is a bad area, especially along Central Avenue. Central Avenue is like Van Buren, but it runs North/South and it brings you right into downtown. Pretty bad areas along Central Ave especially the "near-downtown" areas. Then you have Maryvale, another tough neighborhood NW of downtown.T

Alonzo and Lindsey are the only ones to say that they picked her up on Van Buren or in that area. For all we know, they could have picked her up anywhere (bus stop? train depot?) ???

I don't know if this avenue was ever explored, but is it possible that Alonzo was MJD's pimp? Has Alonzo EVER been arrested for pimping or solicitation of a prostitute? Is there any way to find this out?

I am leaning very much towards the angle that MJD was a run away and was prostituting herself (either by choice or by force). If she was 13-15 years old and a runaway, it would make sense that she found someone (like Alonzo) to "take care" of her. Maybe Alonzo thought of her as a way to make a few quick bucks.

MJD was well taken care of, her nails were clipped and polished, she had nice jewelry, she seems to have been very pretty in life so I can't possibly see her living on the streets. The fact that it doesn't appear that she was reported missing (at least in Arizona...) also leads me to believe she was a run away and was being pimped out and living with her pimp who "took care" of her.

There is NO WAY ON EARTH that Alonzo and Lindsay did NOT know her NAME! I think Alonzo was pimping MJD and in fact DID know her and her name, but didn't want to say anything after MJD "jumped" from the moving vehicle because he didn't want to be charged with pimping out an underage girl!!!!

The ring....

I believe it was in the ME Report thread that I read MJD had a necklace with a ring bearing the initials D.M.A. I Googled "lost ring" initials D.M.A. and found the following:

http://www.classringfinder.com/RingDetail.asp?RingID=7010

Not sure if it could possibly be the same ring, since the details on the ring are very sketchy but it's worth a look-see...

We need a picture or description of the ring-I would have thought they would have mentioned in the police report if it was a class ring since the detective went to the trouble of taking it to a jeweler and verifying the metal and the stones?

I agree 100%. Without a picture or description, we're pretty much wasting our time with a ring search. I figured I'd google the initials and see if anyone has reported a ring with those initials missing. It's a start.

As a side note, initials are typically placed on the inside of the band of class rings, but I'm sure they could be placed on the inside of the band of fancier, more expensive rings as well (like how people have their wedding bands inscribed). My high school ring had the option to put my entire signature on the inside. My college ring only allowed for my initials. It's quite possible the ring is a class ring, but wasn't noted on the police report. In high school, my boyfriend at the time used to wear my class ring on a chain and I used to wear his on a chain, so it could be a boyfriend's ring or maybe even her mother's ring...

I wonder how we would go about getting a photo or more detailed description of the ring.

Any chance your LE contact could describe the ring to us, pretty please with sugar, since we have all of these most excellent sleuthers available to run it to the ends of the earth, there-by saving him many long hours of searching himself?????

He's not one of the original detectives - he's from the PD near where the accident happened, that's joining the case. He's waiting for the pics, too.
