Billingsley was taken into custody in Boise on Wednesday. “All the indications are that this was not a random act of violence,” said Worley. '
 
Acting Baltimore Police Commissioner Richard Worley at a news conference said Billingsley, a registered sex offender, was arrested without incident in Bowie, Maryland, over 20 miles southwest of Baltimore around 11 p.m. He did not say whether Billingsley was armed at the time of his arrest, as police had earlier warned.

Worley said investigators believe LaPere, 26, was killed sometime Friday night. She was found dead from blunt-force trauma around 11:30 a.m. ET on Monday at her apartment complex hours after being reported missing. Worley said there was no forced entry into the building. He added that police don't know if there were any connections between Billingsley and LaPere.

For those asking about the area Pava's apartment was in and other areas of Baltimore. I live and work in Baltimore City and while admittedly the city has a high rate of crime many of the neighborhoods are considered quite safe to live, work, play and raise a family in.

301 W. Franklin is adjacent to neighborhoods that are less desirable from a crime rate perspective, but the location she was in is near a university campus surrounded by businesses, restaurants, homes and hotels.

Someone asked about Little Italy and it is considered a safe neighborhood and one that I frequent for the many amazing restaurants. I walk in the city daily, but I am not on the streets late at night - as I wouldn't be in any city (not meaning Pava was, just clarifying my level of comfort in Baltimore).

While many people say the city is too dangerous to visit, tourism is alive here and I would suggest that anyone should feel safe in the city if they act prudently and avoid overtly dangerous situations/areas.
 
Update from NBC re: cause of death and video re: his accessing the building on Friday evening


"LaPere appeared to let Billingsley into the building Friday night, surveillance video shows. A man that authorities believe to be the suspect waved at her through the glass door to come over to him, documents show, after which she opened the door, spoke to him, and let him inside. The two then got into the elevator. LaPere lived and worked in the building."

"Worley said investigators are still processing evidence “to determine exactly what occurred” and that they do not know if there are “any connections” between the victim and suspect."

Per LE: No forced entry into apartment building or the victim's apartment. Still investigating.

It's easy to shadow someone or claim to work for Amazon or DoorDash. It's NOT hard.
I hope they have security footage at the front and backdoors and if the fire escape is easy to reach from the ground. He could have scaled that to the roof.

How horrible. He took advantage of her kindness. Ugh...
Next question how did they get to the roof? Did he ask her about the roof?
Was he dressed as a maintenance worker to fix an AC unit on the roof?
 
This has more re: the sequence of events, maybe they had encountered one another before she entered the building late Friday evening? Wonder why she entered, then sat on a couch in lobby prior to his arrival and waving her over. At that hour there may not be witnesses. Wonder if any of the cameras had audio? It's so frustrating, cameras document but rarely seem to KEEP us safer, jmoo.

Articles re: the charging documents explain exactly how he entered the building, Pava opened the front door for him and got in an elevator with him.

In my city there were just a series of robberies where food delivery workers used that access to case the building and then stole master keys and robbed apartments (some occupied by sleeping tenants!), the package room and stole keys from an apartment to steal a car to drive away the loot. Not allowing delivery people past the lobby is great for security but most buildings do not set that limit. Agree with you that it is FAR too easy for anyone to gain access that way.

I'm not sure how many people were in the lobby at 11 pm on a Friday, but unless a camera had a microphone, I don't think we will ever know what his "story" was this time. So sad.

Just read the article from the boyfriend. It is absolutely horrific and I can’t even explain how angry I am knowing this man committed this (and they knew who he was because he worked in the building) and yet he was still free to roam around for a week later and murder someone else.
Someone needs to pay for this.
Whether that’s the person who decided he should only serve 7 years of a 30yr sentence or wether it’s the police for not warning the public immediately that this extremely dangerous violent lunatic was on the loose.
If they had, and the police and media were putting his picture everywhere, pava might have recognised it and would not have opened the door to him. She might still be alive today.
Someone needs held accountable.

I feel so, so awful for this couple. That’s horrific what they had to endure. And it seems like LE should have been able to apprehend Billingsley sooner than they did being he had stolen his victims’ phone and was even using it.

It also seems like this guy is an expert criminal being that he showed up at their home with a rape kit. He’s pure evil and I hope they throw away the key.

No rooftop amenities on this building, the roof is pretty much full up with A/C units.
