Katie Callaway Hall trembled for four hours when she heard Phillip Garrido was arrested.

His name sent a flurry of emotion running through her mind.

"I screamed," she told CNN's Larry King on Monday night. "I started screaming 'Oh my god, Oh my god, it's him.' "

She has thought about him every day since November 22, 1976 when he asked her for a ride at a supermarket in California, before handcuffing her, binding her and taking her to a mini-warehouse in Reno, Nevada, where he raped her.

California police take new look at 1980s missing girl cases

Authorities in two San Francisco Bay-area cities are investigating whether disappearances dating back to the late 1980s could be connected to Phillip Garrido, the man suspected of keeping Jaycee Dugard captive behind his house for 18 years.

Police in Hayward, California, about 20 miles south of Oakland, say they are investigating whether he is connected to the disappearance of Michaela Garecht, last seen in 1988 at age 9.

Hayward Police Lt. Chris Orrey said there are similarities between Garecht's disappearance and Dugard's. They are similar in age and appearance, both were abducted in daylight and a sketch of a suspect resembles Garrido, she said.

Orrey said there were differences, as well, though she would not elaborate. She said Hayward police have been in contact with Garecht's family and witnesses since Dugard was found alive last week.

And in Dublin, California, about 25 miles east of Oakland, police are looking into whether Garrido is connected to the 1989 disappearance of Ilene Misheloff. Ilene was 13 when she was abducted, investigators said.

Phillip Garrido had a story to tell -- about how God helped him overcome the evil inside him.

The campus at the University of California at Berkeley was his pulpit, and he hoped his neighbors and customers of his printing business would become his flock.

He wanted to share his story with anyone who would listen, including law enforcement.

Just days before he was arrested and an 18-year-old kidnap mystery was solved, Garrido walked into an FBI office in San Francisco, California, with a stack of documents.

The purported writings were a two-part manifesto. First he discussed the "Origin of schizophrenia revealed." Some who know him say Garrido spoke of having schizophrenia and attention deficit disorder.

In the second part of the documents, Garrido detailed his struggle with sexual urges, in writings he titled "Stepping into the light."

In the documents, obtained by CNN, Garrido confessed his past aggressive sexual impulses, but said he is no longer that man.

Jaycee Dugard has suffered sexual abuse, neglect and emotional manipulation to an extent hard to imagine, according to the charges in the case involving her abduction. But therapists say the biggest challenge facing Ms. Dugard, who was found last week after 18 years in captivity, may be switching families.

&#8220;Her captor was her primary relationship, and the father of her two children, and at some level separation may be difficult for all of them,&#8221; said Douglas F. Goldsmith, executive director of the Children&#8217;s Center in Salt Lake City. Dr. Goldsmith added that any therapy &#8220;has to be mindful that there are three victims, not one, and that they will be entering a new life together.&#8221;

About two-thirds of children who are kidnapped or abused suffer lingering mental problems, most often symptoms of post-traumatic stress and depression.

So far, Jaycee Dugard seems to be doing just as her fellow abductee Ms. Smart advised: staying with family, keeping herself and her children away from public scrutiny. Those are good instincts, therapists say.

&#8220;It&#8217;s not like resilience is out of the question in a case like this,&#8221; said Dr. Judith A. Cohen, medical director of the Center for Traumatic Stress in Children and Adolescents at Allegheny General Hospital in Pittsburgh. &#8220;In a lot of kidnapping cases, people do remarkably well, and this woman has already shown amazing survival skills.

&#8220;That she managed to survive for so long suggests that she might do well in the years to come.&#8221;

Officers who cracked missing girl case: Something wasn't right

Call it mother's intuition. Call it a police officer's intuition. But Allison Jacobs knew something was wrong.

The University of California, Berkeley, police officer was sitting in on a meeting with a man named Phillip Garrido, who wanted to hold an event on campus, and Lisa Campbell, special events manager for the university police. Garrido brought along two young girls, introducing them as his daughters.

Jacobs' and Campbell's intuition, authorities said, led to the arrest of Garrido, a registered sex offender who along with his wife, Nancy, now faces 29 felony charges in connection with the 1991 kidnapping of Jaycee Dugard, who was then 11. Both have pleaded not guilty.

Police have said Garrido kept Dugard in a series of sheds in his backyard for 18 years, fathering two children with her -- the 11- and 15-year-old girls he brought with him to the meeting.

In a Friday interview with CNN's "AC360," Campbell said Garrido had approached her August 24 with the two girls in tow, asking about holding his event. She had another commitment, so she asked him to return the following day.

Kidnap victim's daughters' lives seemed normal, friend says

In many respects, Jaycee Dugard and her two daughters lived an unremarkable public life -- one that belied the horrifying circumstances that have since made front-page news.

Her two daughters, fathered by 58-year-old Garrido, attended birthday parties and, like many girls their age, shared a love for the TV show "Hannah Montana."

The media "made it seem like these little girls were living like wolves or jungle kids in the backyard dungeon. Perhaps that's it, but they didn't give that visual to me," said Cheyvonne Molino, who runs an auto wrecking yard with her husband.

Garrido would often bring the girls by the yard, delivering bottles of water on hot days.

The 11-year-old went by the name Angel and the 15-year-old, Starlet.

"They were polite. They were well-mannered," Molino said.

Two weeks ago, the girls attended a birthday party for Molino's daughter, who turned 16. Again, they showed no signs of lives lived in turmoil.

The 18-year mystery surrounding the kidnapping case of Jaycee Dugard ended last week when a sex offender admitted to correction authorities that he abducted her.

Dugard was 11-years-old when she was snatched from the street in front of her house in 1991. She had two children with Phillip Garrido, the man accused of taking her, and since her kidnapping she has lived in her alleged abductor&#8217;s backyard, in a shed. All of this played out in a residential neighborhood.

Nature of unincorporated area outside Antioch keeps it off radar

If the unincorporated Contra Costa County neighborhood where Phillip and Nancy Garrido allegedly hid Jaycee Dugard for 18 years had been within Antioch city limits, it would have been patrolled more frequently by police, officials say.

"For Contra Costa County and other counties, their staffing patrol is always much less than city staffings are," said Antioch police Chief Jim Hyde. "They just have a lot less resources."

Antioch employs a ratio of 1.2 sworn officers per thousand residents, Hyde said, and most of those officers work patrolling the streets.

Though records show the Contra Costa Sheriff's Office employed the same staffing level in 2007-08, those officers must cover a wider geographic area.

It's impossible to know whether city status would have made a difference in this case &#8212; whether stronger police presence would have uncovered the Garridos' hideaway sooner. It is, however, a question some are asking as the city explores annexing the strip of land that is home to a few hundred residents &#8212; including several registered sex offenders.

Meyers' Pink Ribbons Celebrate Jaycee's Return

When 11-year-old Jaycee Dugard was abducted back in 1991, her schoolmates lined the fence of the then Meyers Elementary School with pink ribbons -- all in hopes that she would soon be found.

Saturday, 18 years later, the same school was marking the route from her home to the campus with the same pink ribbons -- all to celebrate Jaycee's unexpected return.

Lining the streets with the pink ribbons, other wellwishers were adding balloons and handwritten signs. For the town of Meyers, Jaycee's escape from captivity is the end to two decades of sadness and loss.

"I think it's outstanding," said Mike Lefevre, who just moved into the neighborhood and learned the story of Jaycee's disappearance. "It shows the sense of community here and even after this long time period, people still care."

The Monster's first wife says he once "tried to gouge" her eyes out with a safety pin.

Phillip Garrido, who is accused of kidnapping Jaycee Lee Dugard and raping her repeatedly during 18 years of captivity, went into a jealous rage when he saw another man flirting with his wife.

"He took a safety pin and went after my eyes," Christine Murphy told Inside Edition. "He left a scar on my face."

Antioch Looks to Annex Property Near Garrido Residence

ANTIOCH, Calif. (KCBS) -- The rural property surrounding Phillip and Nancy Garrido's residence sits outside Antioch city limits, but officials said annexing the property would help law enforcement keep better track of sex offenders in the area.
Nine sex offenders live within a square mile of where the couple was arrested in connection with the Jaycee Dugard kidnapping.
Antioch Vice Mayor Mary Rocha said annexation of this unincorporated area would put such offenders under closer scrutiny.
 
Cops: No Evidence Linking Garrido to Pittsburg Murders

Pittsburg police have concluded a four-day search of Phillip Garrido's Antioch home, property and a neighboring yard without finding evidence related to the unsolved murders of several prostitutes and a 15-year-old girl a decade ago, according to a police spokesman.

Several of the murdered women's bodies were dumped near an industrial park where Garrido, a convicted rapist, worked during the 1990s.

Pittsburg Police Department spokesman Lt. Brian Addington said Tuesday that with the exception of a few items requiring additional forensic examination before they can be completely excluded, officers did not find anything to connect Garrido to the unsolved murders.

Allyson Jacobs is going to be recognized by her hometown for helping bring Jaycee Dugard back to her family.

Jacobs and Lisa Campbell, patrol officers at UC Berkeley, helped set the wheels in motion that led to the discovery of Dugard 18 years after she was abducted and the arrest of her captors Phillip and Nancy Garrido.

Jacobs, a UC Berkeley patrol officer, will be honored by the Brentwood City Council on Sept. 8 for her role in solving the case.

"She's a hero in our eyes; we want to honor her and do something special for her having enough instincts to catch something that a lot of people had missed," Mayor Bob Taylor said Tuesday. "Brentwood's a family-oriented community where we care for families and kids."

Court documents show that the man accused of kidnapping and holding captive Jaycee Dugard had blamed drugs for his "downfall" in a plea to reduce a previous kidnap sentence in the 1970s.

Phillip Garrido was sentenced to 50 years in prison in 1977 for abducting a woman from a South Lake Tahoe parking lot.

Weeks after the sentencing, he wrote a federal judge asking to have his sentence reduced.

Garrido said in the letter he was "ashamed" and had changed his ways. He also said he finished high school behind bars and was prepared to take college classes at Leavenworth Prison in Kansas.

The letter was among court documents in Garrido's case made public Monday.

The judge later turned down his request. Garrido was released after serving a little more than 10 years of his sentence.
