Is that area on a sewer system or has a septic tank.

I would just about guarantee city sewer. Federal law pretty much require that all municipalities provide city sewer to all residents, and the feds provide grant money to ensure that.

Here's the only news video of the two so-called circles of vehicles at Zahra's memorial service. As a news crew was there, I seriously doubt the family and friends were doing anything improper. The circling of vehicles seems a bid for privacy, as the ceremony was not open to the public.
