People like to feel like things like this could not happen to them or near them so they identify the one "who could have stopped it" and point all the blame that direction.
Then they can feel superior and safe in a little bubble where if they thought their niece was being abused they would never ever be left powerless and their attempts to help unheeded.
Self preservation.
Yes.... happened to me when I worked (of all places) a vet clinic. I was a receptionist who received a phone call about a cat being hit by a car, told them to come in ASAP. When they arrived, I saw the cat was clearly dead but escorted them to a room anyway. Doc saw them, and as they were leaving they were angry and pointed the finger at me and said, "It's all YOUR fault!! You didn't tell us how bad it was!!" It wasn't my fault, I had no crystal ball, I did my job correctly, and as a 20-year-old, I was mortified. I cried when they left. Doc said to me, "Sometimes people just need someone to blame, and it's usually the closest person they can find." Still makes me feel bad to this day but really explained a lot about human nature to a 20-year-old.
