I understand your point and objectively it's terrible behavior from a parent. But I think on the other hand, if parents are unable to care for their children, it's in the child's best interest for the parent to lose custody (and their parental rights) as soon as possible. If you are addicted to drugs and you refuse to get help, your child should not suffer the neglect that almost certainly comes with it. I think we should be encouraging people to be realistic about their ability to care for their children. So if Crystal was honest with Mass DCYF and relinquished her custody over all of her children so they could be put into appropriate homes, maybe she was doing the best she was capable of at the time. None of us would say it's "good" but it's better that children are given a chance at a normal life IMO.
Look at little Jamison, he seems to have a life Crystal or let alone his donor could not have offered him. I'm saddened that Harmony was not given the chance to live in that household (for whatever reason) to be loved by fathers and siblings.

This is not how it works at all.
I reported child abuse and was told I couldn't, because I wasn't a relative. Couple of months later a relative reports it and "mommy" murders them. Not ok at all. This is NOT how it works. Child I was looking after was left in his "mothers" care for months, the people who should have been there for him did nothing.

That's agonizing! However, I'm surprised you were ignored due to not being a relation.

As a teacher, hence a mandated reporter, we have called child services on many occasions. Here (NYC) anonymous calls to ACS (our child services department) are followed up on, as well. In fact, unfortunately, there are people who call ACS
without justification, to get a feuding neighbor in trouble or things of that nature.

Also, @Alethea, I agree as well that children suffering neglect or abuse should be removed from home. My objection with the mother is her casting ALL the blame on child services and seemingly absolving herself completely. At least IMO

1. On 11/18/2021 the Manchester Police Department received a call from a woman determined to be CS regarding her daughter HM (birthdate). CS reported that HM, who was in the physical custody of CS's ex was missing, and that she hadn't seen HM in over six months. CS identified her ex as AM (birthdate). An employee of the Manchester Police Department contacted DCYF and learned of previous addresses associated with AM. Manchester Police Officers checked those addresses, but were unable to locate AM or HM.
2. On 12/27/2021, DCYF notified the Manchester Police Department that they were unable to locate HM. Consequently, the Manchester Police department initiated an investigation into the whereabouts of HM. Over the following days, members of the Manchester Police Department learned that HM had not been physically seen since October/November 2019. The child's biological mother, CS, who resides in MA notified authorities that she had not seen the child since around Easter of 2019 (approximately 4/21/2019). The child had been in the physical custody of her biological father HM. (some redaction at the end)
3. The case was subsequently assigned to Detective JD of the Juvenile Division of the Manchester Police Department. During Detective JD's follow up with CS, she explained that she had lost custody of the child in July 2018 to the State of Massachusetts in part due to a substance abuse issue. CS said that both she and AM had past issues with substance abuse.
4. Since then, CS has regained sobriety and unsuccessfully made attempts in throughout 2021 to locate AM and HM. AM and his subsequent partner KM (birthdate), had blocked all communication from CS through phone numbers and social media applications. CS said over the years she made attempts to locate the child by contacting various schools, and driving by addresses associated with AM, but was unable to make any progress.
5. CS said that she last saw HM during a facetime video call with AM around Easter 2019. CS stated that AM was visible in the background of the video call. CS recalled that HM seemed frightened, and believes that was the last time she actually saw her daughter.

^^RSBM

AM alleged that bio-mom collected HM from his home and he's not seen her since. And we know that HM's mother blames the father for the child's absence. Just an example of what LE has had to deal with here -- time away from the search to investigate and verify all the claims. Nobody put this child first! MOO
can u tell me where that was seen?

First reported in MSM as told by AM's neighbor and now cited in the affidavit.

Police search home in Manchester 2 days after announcing a 2019 disappearance – Boston 25 News
... we did speak to residents at an old address registered to Harmony’s father. The anonymous resident used to be neighbors with Harmony’s dad and came to his defense.

“Shocking and sad especially when you know the person involved,” she said. “It’s just crazy. I know everybody wants to point to him like he hurt her or something but he’s not capable of doing that he is such a good guy. I saw him here with his other kids. He used to talk to us about his daughter a few times. You could tell he was really sincere about it. He told us that the mother came to the grandmother’s house they lived at and took her and never brought her back.”

6. Beginning on 12/27/2021, members of the Manchester Police Department actively made attempts to track down AM and to talk to family members to establish the last time that HM was physically observed, and known to be safe. Officers and investigators were initially unable to make contact with AM via phone. However, investigators were able to make contact with various family members including parties associated with AM who reside in Florida.
7. On 12/30/2021, Detective CA was able to make contact with AM's brother, MM (birthdate), who raised concern for HM's welfare. MM recalled during his last physical contact with HM and AM, he had concerns that AM was physically abusive towards HM. MM recalled that AM was "super short" with the child, and he learned through other family members that AM had given HM a black eye.
8. On 12/30/2021, Detective CA also spoke with AM's uncle, KM (birthdate), regarding concerns for HM. KM said that he has not seen AM or HM since late 2019. However, KM had first hand knowledge of the child's eye injury from 2019. KM said that he returned to Manchester in July 2019 after a trip to Florida and observed HM with a black eye. KM notified DCYF after the fact with concern for the injury. (rest is redacted)
9. During his 12/30/2021 interview with KM, Detective CA asked KM how HM sustained the injury to her eye. KM said that AM told him that he had caused the injury to HM. AM told KM at the time, "I bashed her around this house." AM explained that he had left HM, who would have been 5 years old at the time, in charge of watching her infant brother while AM was in the bathroom. Allegedly the younger brother began crying during that time. AM told KM that he returned and found HM holding her hand over the child's mouth to stop him from crying. AM told KM that he responded by striking HM in the face and causing the black eye. KM said that he believed AM had relapsed on drugs during that time frame. KM recalled other forms of abusive discipline during that time frame that raised his concerns. KM recalled HM being spanked hard on the butt, HM being forced to stand in the corner for hours, and AM ordering HM to scrub the toilet with her toothbrush.

Respectfully, the mother relinquished all legal right to both children. She has no legal standing. In most cases the parent is prohibited from contact with the child and the legal custodian, the father.

Social Services and the judge that awarded custody to the father are responsible, 100%. They accepted responsibly for HM and failed her. MOO

The mother reported to LE Nov 18th, SS did not report until Dec 17. Then LE started an active investigation.

Moo....LE, the Mayor, SS blew HMs mothers complaints off. If not for the attention of HMs brothers adoptive parents, I don't believe we'd be looking for HM, today.

All my opinion...

Section 9 of the AA describes Harmony (age 5) being tasked to watch her infant brother while dad was in the bathroom. The baby starts crying dad comes out to see Harmony with her hand over his mouth. Dad seeing this recalls to his uncle (KM) "I bashed her around this house".

To me, this is a terrified child who walks on egg shells. She knows noise from her crying brother will get her in trouble and upset her dad. Pretty much anything will get her in trouble and the results will be both physical and mental abuse. The trauma this little girl suffered through... I also thought dad might have been in the bathroom using drugs.

Now, where is she? This will not be a good ending.... IMO
