I don't know about Brooklyn, but in Manhattan most upscale apt bldgs have someone at the door at all times. deters vagrants, criminals and merchants from placing flyers and menus at everyone's door.
 
If he lived across the street perhaps they do have an id, but can not reach family members to get dna, dentals, fingerprints or whatever is needed to make an official id.

I also just asked my husband about the X tattoo and Straight Edge. He says the X tattoos are usually on the back of the hand, not on the inside of the wrists. He is kind of old school, so maybe the tattooed area has changed in the last 20 years or so.
 
Well, if he lived across the street, that fits with my "he couldn't have come from far if he was in his socks" thought.

And I think the KOVW CA was just *written* on his foot, not tattooed. That's how I read it, anyway.

Was trying last night to make sense of KOVW CA

KOVW seems to be a word...greek? russian? polish? But I can't get it to translate. I did find one site that suggested it might be short hand for another word...maybe ukovo....but I can't find that word anywhere. There is a ukovo, ca that is apparently a village near Calgary, Canada. Awful long way from New York. And again, that assumes this kovw/ukovo translation which I'm not sold on.

Saw game profiles that had these letters as all or part of a name, but nothing that jumped out....maybe have to look into that more.

Thought maybe it was an acronym...King of ?? Knight of ?? or initials....Karl O. von Walberg or something like that? my son is a "von" and his initials would be XXvX for first, middle, von, last.

Clearly it meant something...why so cryptic? Is there any significance as to where it was written?

Puzzling.
 
My thought with regard to the letters is this: In Latin inscriptions 'V' is used as 'U'. Not that it makes any more sense, mind you, just what I came up with. I wish there was info as to the type of script used.

Misaskim was contacted by the Brooklyn Medical Examiner's Office and the 66th Detective Squad regarding information about a deceased individual that has not been claimed by family for two weeks. It is imperative to identify this individual in order to prevent an autopsy should he be of the Jewish faith.

The deceased's body was found in front of 450 Ocean Parkway on Thursday, September 1, 2011. He did not have any form of identification on him. As of today, no one has come forward to claim the deceased's body, nor were the detectives able to identify this individual. The following description was given to Misaskim:

The individual was a white male approximately 23 -30 years of age with auburn hair. He is about 6'5 and weighs 550 pounds. He has an "X" tattooed on the inside of both wrists.


Anyone with information in regards to this unidentified male should immediately contact Detective Talavera of the 66th Detective Squad at 718-851-5603.

The word KOVW means something in Serbian.

I'm trying to find a translator online. He looks very Serbian IMO.

My husband is Greek and he says KOVW means "I'm cutting" so the guy might be Greek but honestly he doesn't look Greek to me. He looks more Eastern European.


ETA in the video above Kowv fleves means "I'm cutting my veins" which is an expression that means "I like it so much I'm cutting my veins" I"m cutting can also mean something negative.
 
I live in Brooklyn and am familiar with the area, it could be a graffitti tag or a "crew" he is part of, will continue to search..BTW i'm new to this forum and looking forward to helping out.
 
What is the purpose of writing something on your feet?
Do you think someone with his excess weight could accomplish that?
 
I don't think he did it per se, maybe a friend messing around, it's really hard to find anything on this case.
