I don't know, the bright spots over his eyes don't seem like normal glass or glasses at all. They look detached from his face and on his hood

This can't be a human.....he looks like an alien from who knows where. He's got to be possessed! But, he looks a lot like the guy in the video posted above....without the weird eyes. CREEPY!
 
Glare proofing maybe, but to cover his eyes and not be recognized. Let's say it was this guy, and he saw himself in the video, his eyes would be too telling, thus the glasses? The video of the recent suspect is just upthread for com

I think the quality of the surveillance is just poor and has this creepy affect.
 
Here is a review for a surveillance system. It describes the quality of footage. This is just an EXAMPLE. I don't know what camera was actually used.

The camera itself cannot pan, tilt, or zoom, but it does have some built-in sensors and does include a form of night vision. Most home security cameras use IR night vision. This is probably what you think of when you think of night vision. It's the type of night vision that turns everything black and white and makes eyes creepy and glowy. Blink's night vision uses an LED illuminator and advanced low-light performance

The night vision makes sense now. Because in the video the hoodie looks grey, gloves look white. In this article, they note he was wearing a black zip up hoodie and black gloves.

Also....I can not stop thinking how this perp had many scabs on his lips. He either has herpes or someone bit him...which brings me back to KV case. The broken teeth of this girl too.....sigh.

Also....I can not stop thinking how this perp had many scabs on his lips. He either has herpes or someone bit him...which brings me back to KV case. The broken teeth of this girl too.....sigh.

Maybe he wears braces. I know people who wear them and their lips are sometimes scabby. Especially just after getting them.

Yes, Exactly. Movement expands any figure, light effects, etc. There are great programs that clear it up to a crisp image available to LE and plenty of angles and time of him passing by, then a witness also exists.

Whatever his eyes say, I'm curious as to his posture and his gait. What do you make of that?

The way he breaths when he starts to run, panting, is that how long time runners breath? He looks more like he cycles, to me.

His belly area protrudes just a touch (and it seemed wet on the street side above his hip where that white patch seems to flap, in high contrast). He may have layers on if you play with the area around his neck. So is that a un-tucked cotton shirt out on the side he may have used to dry something?

Where was he in a rush to go, and why did he to want to carry so much to get there? So drop off his kit, get to work? Get to work with is kit?

It may have been dry or scaled around his lips, on the side of his face toward the camera. I tried to capture the discolored effect in the earliest caps.

Agreed. The body is very near, and the bag on the other shoulder could be distancing from the previous image of him, but I eliminated it last night, because of the complexion? He looks too dark for bag strap creep. Thing is, in the distant images of bag strap creep he looks more like the red shirt guy. Why are security cameras so fuzzy when everything else one doesn't need to see comes out with such precision? If we see the surface of Mars to a T, which is good to see, and NASA goes through the trouble of clearing up the pix, why not the same for perps on security cameras? What's the hold up? It doesn't seem impossible to me. Is it some techie pissing contest again in some Kafkaesque cluster of agencies? Sorry for the rant. Clear pictures of these, to give them rhetorical respect, gentlemen who happen to brutalize, rape, murder and appear on candid camera, it may help the public ID them better. Not out of reach, seems to me, just not a priority writ large. Who needs clear images when victimization serves so well for political fodder? LE, the media, businesses, residents and others who often provide the footage are all doing what they can to help, but public policy pushing for making the tech available broadly doesn't exist. You can guess why.
