NIAGARA FALLS – The headless body of a woman - also missing arms and feet - was discovered inside an abandoned Willow Avenue home late Tuesday, according to city police.

Officers went to 1129 Willow Ave. after a call to 911 at 10:53 p.m. Tuesday. A neighbor walking by had smelled a strong odor and looked into the house, seeing what she believed to be a body.

The corpse had begun to decompose significantly, police said.

“It appears the body was placed in this location after the crime,” wrote Capt. Michael Trane, Niagara Falls police chief of detectives, in a release.

The body is of a white female, Trane said, Investigators believe they know her identity but are not releasing the name until they have contacted family members.

The case bears similarities to the death of Loretta Jo Gates in September 2012, police said. The body parts of Gates, who was last seen Aug. 26, 2012, were found in various locations, including Hyde Park and the Niagara River basin.

The victim is a white female, and police believe they know who she is, but are not releasing her name until family is notified.

On why LE believe the woman's body was placed there after being murdered somewhere else LE said:

"The home has been vacant for some time. It was properly secured, it was boarded up properly, we know that the realtor was here at the end of last month so we think it was in the last three weeks or less that the incident happened," said Niagara Falls Police Captain Michael Trane

Police have found another dismembered body in Niagara Falls, NY, and I saw a headline that said family of Loretta believe the two may be connected in some way. I assume they think it might be the same killer. But I'm way behind on details for either of the cases. Can someone catch me up?
 
Police have identified her as Terri Lynn Bills.

I posted a request for new discussion on the Loretta Gates thread.

Since the home was vacant, I assume it may have been a person who lived nearby and knew of the property's emptiness.
 
Local media is reporting that Terri Bills was Loretta Gates aunt through marriage. Too many connections.

That's weird. I suppose this means that Loretta has an uncle. I saw a story that said family members saw Terri last week. Had anyone reported her missing?
 
According to the following link, Loretta Gates and her sister knew Bills as their aunt when the Gates sisters were kids, but that was quite some time ago. Nothing says that she was actually, legally, their aunt. So I am thinking that Bills was more of a friend/girlfriend of a family member. There's also this quote from Loretta's father: "It wasn't for good terms, they were friends, they were family, they hung out and did the bad stuff not the good stuff," Gates said.

Apparently, that bad stuff included drug use. The Gates family said Loretta had a drug problem and was involved in prostitution.

It seems like the person of interest may be a john or a drug user.

Also, note that both incidents occurred during the summer months. I wonder if it could be a part-year resident or seasonal worker.

Police arrived around 10:45 p.m. and discovered a corpse that had begun to significantly decompose. The head, arms and feet had been removed from the body of 46-year-old Terri Lynn Bills of Niagara Falls.

Police believe Bills' body was placed in the house after the crime and that she had been dead for at least a week before her body was discovered. Her dismembered body parts have not yet been found.

The case is eerily similar to that of 30-year-old Loretta Gates, whose remains were found scattered throughout Niagara Falls in September 2012. Police say it’s still too early to confirm if there is a connection.

But family members of Gates tell 7 Eyewitness News that Bills had close ties to Gates. They describe Bills as a close friend of the family who was like an aunt to Gates.

Gates was last seen alive on August, 25 2012. Four days later, a tourist spotted her torso in the Niagara River near the Rainbow Bridge. Shortly after that, part of her arm and leg were found in the river. And a few days later, more body parts belonging to Gates were found in a bag on Duck Island in Hyde Park. No one was ever arrested for the murder of the mother of three.

The investigation into Bills murder, as well as Gates’ death, continues.

"More than 90 officers participated in a massive city-wide canvassing effort to find new information to help progress the investigation. Officials said on Tuesday they gathered information and became closer to bringing the case to a close."

Mods, you may want to consider merging this with the Loretta Gates case. Her body was disposed of in a very similar way, and both women were related by marriage. There are also allegations made that they each may have been dealing with drug addiction and prostitution.

Two slayings in Niagara Falls, New York, that investigators Tuesday called "shocking to the conscience" have police wondering whether they have a sadistic serial killer on their hands. The crimes occurred nearly three years apart, but the circumstances are as similar as they are gruesome: two women, similar in appearance and related to one another through marriage, found dismembered.

The first was 30-year-old Loretta Gates, whose remains were found in areas of the city in September 2012, according to CNN affiliate WKBW. And then last month, the headless, limbless torso of 46-year-old Terri Lynn Bills -- a woman "was like an aunt to Gates," according to WKBW -- was found in an abandoned home.

"You can't overlook that the two homicides share a lot of similarities," Niagara Falls Police Capt. Kelly Rizzo said Tuesday. "It is hard not to make that connection." But he cautioned the crimes could have been committed by two individuals.

Massive search seeks leads in Terri Lynn Bills death

The law enforcement officials went to homes and business in areas near where Bills lived or would like to hang out. They are also examining video surveillance obtained during the search Tuesday.

This was the largest mission of its kind in the history of Niagara Falls.

Officers participating in Tuesday’s information-gathering mission represent Niagara Falls and State Police, as well as the Federal Bureau of Investigation, the Niagara and Erie County Sheriff’s Offices, the Niagara County District Attorney’s Office, U.S. Customs and Border Protection, and the Department of Homeland Security.

“As numbers go, this will be the largest mission of its kind in the history of Niagara Falls,” Rizzo said. The collaboration will further prove “the incredible working relationships that have been developed by law enforcement throughout Western New York and [show] the desire of these organizations to solve heinous crimes such as these no matter where they occur.”
 
"The limbs have been turned over to the state medical examiner's office and will undergo forensic testing, which Hartman said is the only way to identify the person or people to whom they belong. He expects to receive lab results in about a week and a half.

Authorities will then check local and national databases to see if the limbs match anyone reported missing. Already, police have received calls from other departments handling dismembered body cases to investigate a possible link."
