-When someone comes to my door and knocks / rings the bell my dogs have always barked. I don't know why but they will at least make an attempt to either get to the door or make some type of noise. This is especially true while someone is knocking at the door and ringing the bell for a prolonged amount of time.
Depends on how old the puppy is and how long she had him. If the pup came from a rescue situation he might not even realize what a doorbell means, if he were recently adopted he might not feel confident enough or protective of the house. He might not be able to differentiate between family/friends/strangers yet hence no barking. Young pups often won't bark an alarm if they are unsure, their instincts say keep quiet and don't draw attention to yourself when unsure.
Glad to hear the puppy was spared, too often around here if there is a burglary they will torture/kill the dog for fun, especially if it is a small dog or a puppy that can't fight back. I wonder if the dog was hiding or if he was just put up in another room, did the killer know about the dog and spare him? Or just not see him.
