Long walk, hot day. I can see how if a friendly nice looking fellow in a very “safe“ town offered me a ride as a girl on a hot day with a long walk I could accept. Unfortunately little towns that feel safe can skewer one’s judgement ,(Or of course he could have forced her.j …obviously not her fault. But not the outcome one would expect in a safe, small town, when being offered a ride, on a super hot day. My daughter was horrified at my warnings all her childhood until a serial killer was arrested next door to her friend’s house when she was in 7 th grade.
Idk. At 18, my friends and I knew not to accept rides from strangers period. Especially men who were alone.

If I understood the reports correctly, he was also shirtless at the time he picked up KH. This makes me even MORE suspicious as to what force / ruse / story he used to get her into the car.

I would be pretty uncomfortable getting into a car with a shirtless man, and I presume this would have raised KH’s suspicion too.
 
Given that the autopsy only mentions her being stabbed to death (no gunshot wounds), curious how he would have forced her into the vehicle without getting out to do so, if it were coercion by weapon--I mean I guess he could have also had a gun on him too in addition to the knife, but...

One if the news stories said Kendra looked distressed shortly after getting in the car. Then in the next video cap minutes later the windows were up and she couldn't be seen. I'm going to venture he had a gun and threatened her to get in the car. Like Naomi Irion, she's a young girl whose reaction may have been to comply.

I'm heartsick at how frightened she must have been.
 
This seems like a fairly small town (Google says for Winston, pop is just over 5000). I know it's not *tiny* but it is still pretty small. I wonder if she knew of him or had seen him around before, and he played on that. "Hey, I know you. I'm so and so." And that may have made her let her guard down to get in the car with him.
 
As a Riddle man sits in the Douglas County Jail, accused of murder and kidnapping in the Kendra Hanks case, his family is reeling behind the scenes.

While investigators gather information and facts in the case, Jenifer Phelps’ life has been turned upside down in the process — and so has her family’s.

A little more than one week ago, Troy Phelps was arrested in connection with 18-year-old Hanks’ disappearance and death.

Until the Winston woman disappeared while walking home from work in rural Douglas County on July 7, the Phelps family was living a relatively normal life — relatively being the key word because Troy Phelps was released from prison earlier this year after serving time for an unrelated case in 2017. His family lived with the fact that he was then a freed man.

“I have kind of been through this before, but this time, it’s a lot different,” Jenifer Phelps said, referring to the 2017 case. “This time, a lot of people are angry.”

Married to her husband Troy since 2010, the couple shares a young daughter. Jenifer Phelps also has two sons; one who is a teenager, the other in his early 20s. Having a child close in age to the victim in her husband’s case, she inferred, hits doubly close to home.

“I am a mom, so I do feel empathy for another family in this situation,” she said. “I am obviously not in their position, but I definitely understand.”

He had just got out of jail a few months ago, after serving five years. I doubt Kendra knew him.
 
He has a daughter?! She's young, but she will be 18 some day. I can't comprehend how the parent of a child can take and murder another parent's child.

In my experience, becoming a mother has made me more protective of children and young people in general. This little fact (that he has a daughter) has completely boggled my mind today.

I hope his wife divorces him and gets full custody of their little girl. I can't imagine how she feels, but I sure hope she's finished with him.

Seeking sympathy for herself by speaking out is weird. Kendra is dead and not coming back. Where does his wife's true sympathy lie?

I think she is re-victimizing the victim and should shut up.

As he commited this terrible crime nearly as soon as he left prison, means he is beyond rehabilitation - in my opinion.

He cannot be trusted to join the public again.

Instead of starting a new life with his family and be grateful for this chance - he murdered a young innocent girl.

Leaving havoc and despair in his wake.

What was his motive???

He had a family to live for.

Agree 100%, although I don't advocate any type of harassment of his family.

I noted she carefully avoided mentioning she would be separating or divorcing him. I wonder if Phelps lawsuit against the county has anything to do with that? Will that lawsuit remain valid and move forward even though he is facing these new charges? Interesting thought, wish we had a legal expert here to weigh in ... @gitana1?

Between 4:10 p.m. and 4:15 p.m. video shows the SUV slowing down considerably — this is when it is believed Hanks got in the car, according to the probable cause document. As the vehicle traveled southbound down Main Street, additional footage shows a woman in the passenger seat, identified as Hanks due to her clothing and appearance, according to the affidavit.

The Saturn Outlook is captured around 4:35 p.m. on surveillance, traveling westbound on Riddle Bypass Road — around that same time, Hanks’ cellphone reportedly contacted the cellphone tower in the area, corroborating video evidence of Hanks in the vehicle, according to the affidavit. It is unclear when Hanks was no longer in the vehicle but the driver could be seen on video footage traveling in and around Riddle.

Video recordings showed the driver to be a white man with a goatee, wearing a backwards baseball hat and no shirt. Investigation of a “calls of service” on July 7 revealed that Douglas County Sheriff’s Office deputies responded to an open 911 call from an address on Pruner Road in Riddle, the home Phelps was staying at. His clothing during the welfare check reportedly matched the description of the man spotted on video driving a burgundy Saturn Outlook similar to the one deputies reported was parked in Phelps’ driveway.

A search warrant was executed at the home around 3:35 p.m., July 21, and Phelps was taken into custody. He reportedly resisted arrest by pulling his arms away. After being read his Miranda Rights, he requested an attorney, according to the affidavit.


I just realized what the open 911 call from Phelps home means. IMO, Kendra dialed 911 ...

I wish we knew the time of the 911 call and when deputies responded. It paints a horrifying situation, I'm so sorry Kendra's last moments were with this monster.
He's married with a child and still was so brazen to take Kendra to the home he was staying! I don't see how this can be anything other than 1st degree murder. He had so many opportunities to stop and not to do what he did. That poor young woman! Where was his wife during this? I hope LE does a very thorough job of making sure that no one else participated and/or obstructed justice. MOO

Not to be crude, but there are other means of SA besides using a penis.

According to the claim filed on March 23, Troy Russell Phelps 'cannot use his penis in any capacity' after an Oregon doctor, Douglas County jail staff, and employees and Wellpath Management Inc. caused multiple injuries over the course of several faulty medical procedures in 2017."

Phelps was booked into the Douglas County Jail on May 31, 2017, and later convicted on one count of reckless burning and one count of convicted felon in possession of a firearm.

The complaint states that with the use of a French catheter, Phelps had been successfully self-catheterizing without issue before and during his incarceration. However, that allegedly all changed when jail staff shifted his medical plan in June."
