I agree. I do not think 23-year-old healthy dudes all over the place are peeing themselves to their deaths. This generation is in far better health than the last one. (Gym stuff) .
IF the general inclination, from the get -go was to "head" for another intoxicated accident, and you finally obtain video with him stumbliing all over the place -- why release only a still?
Another thing that did occur to me is they way LE played it (regarding getting bounced) it might have actually been a misunderstanding.

They were bar hopping- in public- there have been no reports (as far as we know) of people noticing a bombed couple stumbling about downtown or riding subways.
Sadly I do not think we will ever know. If Joey was not changed to murder, (without some of the political dancing as in this case) this one (IMO) officials have more incentive tossing it into the ever-growing list of men falling into rivers in that region.
We have not heard, publically, at least, that the serving staff in the other place, or patrons, describing them as bombed before leaving.

Might it possibly be because we are talking about two men having sex? The only way to explore this angle would result in heterosexual cops have to sort through a bunch of erect di@k pics - there might be some influence in what appears to be a resistance to exploring this avenue!
