Bolivian authorities have jailed the second suspect accused of wrongdoing in the air crash that wiped out Brazil's Chapecoense soccer team last month, prosecutors said on Saturday.

Gustavo Vargas Villegas, a former official with Bolivia's aviation authority was arrested and will be held until trial on charges that he misused his influence in authorizing the license of the Bolivian plane that crashed in Colombia while taking the team to Medellin for the Copa Sudamericana.

His father, Gustavo Vargas Gamboa, former chief executive of the LaMia charter airline company, was jailed Thursday pending trial on charges including manslaughter over the Nov. 28 crash.

Both have said they are innocent.

In other developments, a Brazilian soccer group refuted reports Monday that Chapecoense was fined almost $30,000 for missing its final match of the season against Atletico Mineiro.

“On the day of the tragedy, (federation) President Marco Polo Del Nero determined seven days of mourning in Brazilian football,” he said, adding that the soccer federation pledged $1.5 million to support the grieving club.

Investigators found that crew members of the LaMia flight were aware of the lack of fuel but waited too long to report the emergency.

Bonilla said that during the flight the pilot and co-pilot are heard on "various occasions" talking about stopping in Leticia &#8212; a city near the borders separating Brazil, Peru and Colombia &#8212; to refuel but decided not to do so. When the plane entered Colombian airspace it was flying into a wind, which caused more fuel to be consumed.

And when the pilot asked for priority to land in Medellin, six minutes before crashing, the plane had already spent two minutes with a motor shut off, the investigation concluded. All the motors shut down minutes later.

Yaneth Molina, the air-traffic controller in Jose Maria Cordova International Airport, described the harrowing final minutes in an interview earlier Monday with Colombia&#8217;s Caracol Radio. The LaMia flight, she said, never alerted them of any major problems before suddenly beginning an unauthorized descent for landing, looking to cut in front of three other planes that were scheduled to land before.

&#8220;That&#8217;s when I called them and they tell me about an emergency,&#8221; Ms. Molina said. &#8220;There were 71 victims, but it was too close. They were practically on top of the other aircraft. It could&#8217;ve been worse,&#8221; she said.

On Dec 26th 2016 Colombia's Aerocivil introduced their preliminary report in a press conference (the preliminary report itsself was not released) stating, that the aircraft did not show any technical fault, there was no sabotage or suicide attempt. The evidence revealed the aircraft suffered fuel exhaustion. The crew was aware of their fuel status and considered fuel stops in Leticia (Bolivia) and Bogota (Colombia), however did not decide to perform such stops. The aircraft was operated at a takeoff weight of 42,148 kg, maximum takeoff weight permitted 41,800 kg, this takeoff weight was not a factor into the accident however. According to cockpit voice recordings the first officer and observer repeatedly calculated the fuel and considered a fuel stop in Leticia but did not follow up as they did not know whether the airport was open. The aircraft features a system that activates an alarm if the fuel remaining was no longer sufficient for more than 20 minutes of flight, however, this system did not activate. 10 minutes prior to impact the crew requested priority for landing and selected the first stage of flaps. The aircraft began to turn and descend without ATC clearance causing separation problem with the other aircraft in the hold. 6 minutes prior to impact engine #3 is the first to flame out, 5 minutes prior to impact the crew selected the next stage of flaps and selected the landing gear down, the crew advised ATC ground services were not needed. Engine #2 fails. 3:45 minutes prior to impact all engines had flamed out, the aircraft was without power, the APU also failed due to lack of fuel. 2 minutes prior to impact the crew declared emergency reporting total power failure. The aircraft impacted Cerro Gordo at a speed of 230km/h below 9000 feet when they needed to be above 10,000 feet to safely cross the mountain.

I only recently started following this thread. I heard about the crash when it happened and the fuel issue. I remember thinking there must have been some miscalculation in the amount of fuel loaded before take-off. But now reading the thread and the preliminary report I see that is not the case. It is truly unbelievable the amount of negligence and by so many different people that led to this tragedy. It is particularly puzzling that the pilots seemed unconcerned about the fuel. I can only assume that both pilots just didn't truly understand the situation.
