I just meant that school's a great environment to make errors like (mild) violent retaliation and antisocial action, because there's trusted figures who can correct it, and when you're eight it's easy to learn and move on from.
I wonder if the younger kids are inticed by older teens/adults, grooming them into a life of crime. The minors do not face long prison sentences if caught, yet they become part of the crime community (aka gangs, for example).
We don't know anything about the attackers yet other than their ages, so hard to say.
I hate to say it but that can be said about many in every generation. The ages of those prosecuted for the riots ranged from 12 all the way through to 81.

Neighbours and others living in the area said they had called the police in the last two or three months over gangs of youths abusing Asian residents and reported seeing them kicking cans and climbing on bungalow roofs.
They also said the children had thrown football-sized rocks at Mr Kohli. The large stones are used to stop people parking on grass verges in the quiet cul de sac but several were missing today.

The youngsters were detained following the death of Bhim Kohli, who was attacked in a park in Braunstone Town, on the outskirts of Leicester.
Mr Kohli, who was walking his dog in Franklin Park, was seriously assaulted on Sunday and died in hospital on Monday evening.
A post-mortem examination found he died due to a neck injury, pending further tests.
