Yes, I agree. And this is ridiculous. She never should have been allowed to leave the state/country. How much effort would it have taken to have her under surveillance.

They knew exactly where she was. Putting her on the most wanted list was done in order to put pressure on Mexican authorities to arrest her.

Mexican police worked in collaboration with U.S. authorities to locate the home where Delgado was found, the attorney general's office said.

"Although she didn't pull the trigger herself, she is still responsible for the murder," Thomas Class, special agent in charge of the FBI's Dallas office, said in a statement.


Mexican authorities will begin extradition proceedings to send Delgado to the U.S., the Mexican attorney general's office said.

The FBI offered a reward of $100,000 for information leading to Delgado's arrest.

Wouldn't we love to know if someone in Mexico turned her in once the reward was offered. I doubt it's a coincidence that the reward was offered so recently. I honestly don't think LE was as clueless about her general whereabouts as some think but that's just MOO. I have a vague recollection that someone mentioned in a FB comment after a news article that she had gone to Coahuila, the state where Torreon is located...but I could be wrong. I frequently am. :)

Torreon is a city of over 600,000. It's only 275 miles from the U.S. border and has been a center for the notoriously violent Zeta drug cartel. Didn't BD promise her hitman drugs from her cartel connection?

The Mexican Consulate tells WFAA there is an Interpol warrant for Delgado, so it's up to U.S. federal authorities working with Mexican police to arrest her. But returning her to Dallas may not be easy.

It's complicated by the fact that Delgado was born in Mexico and is a naturalized U.S. citizen, which means Mexico considers her a citizen and won't extradite her unless there is an agreement in place saying prosecutors won't seek the death penalty.

Dallas County District Attorney Susan Hawk said at Wednesday's press conference that Delgado is a Mexican citizen and currently has family in Mexico. In order for her to be extradited, the death penalty has been taken off the table as Mexico is opposed to the death penalty. If convicted, Delgado will face life in prison, Hawk said.

Mexican authorities searched areas where Delgado has friends and family in the states of San Luis Potosí, Nuevo León and Mexico City. The Attorney General’s Office said Friday she was detained in a house in the city of Torreón, in northern Coahuila state. Delgado was then taken to the Santa Marta Acatitla prison in Mexico City pending extradition proceedings. Part of that extradition agreement between the United States and Mexico will take the death penalty off the table for Delgado. Dallas County District Attorney Susan Hawk has said Delgado will however, face life in prison.

ETA: She has done nothing to alter her appearance.
 
This is great news to wake up to! DP is off the table, we all knew that would be the case given the need for cooperation from Mexico and their stance on that. Very pleased that Kendra's loved ones will now be able to see Delgado prosecuted.
 
I am so very pleased to see this news. I recently spoke with someone who attended Kendra's funeral. The individual stated that Kendra's x husband attended but that the boyfriend was advised to not attend, I assume by the family, which I can understand.
 

As far as I can tell, US law enforcement can't go into other countries arresting people.
