"I hear the chief saying we are not looking at her as a criminal investigation yet," she said. "I appreciate that. However, the fact she hasn't been found would lead me to believe that it needs to be looked at as a criminal investigation. Almost the proof of not finding her is proof that something has gone wrong."

As for the picture, Allen said that was the outfit Lina was wearing along with the jewelry. The bracelets are blue plastic and gold tone. She was wearing an article around her neck known as the 'taweez' that has verses from the Quran.

This is absurd. How long does she have to be missing before they consider it a criminal investigation??? Until they do, they cannot and will not be combing through phone records. They should have identified every single ping in the area she was last seen by now.

Why are they waiting?
 
I understand not calling this a criminal investigation. Investigations are part of discovery for jury trials which is what this will ultimately result in. Calling an investigation criminal before evidence is produced gives power to a team representing an accused defendant, can lead to a slew of problems. Can’t risk it.
I do not agree at all. There are investigative tools that are unavailable to them until they deem it a criminal investigation.

They have spent days and days searching the area for her. I doubt she walked over five miles alone. As quickly as they started searching for her, she wouldn't have gotten far if she was lost.

Lina, who will turn four next month, disappeared from a playground on December 20. An AMBER Alert was issued but has since been called off. The FBI and SAPD are still calling it a missing person's case. The last update from SAPD came ten days ago. Before the police chief has said they do not have evidence to suspect foul play and are not treating this as an abduction. But Laster said the status of this case needs to change.

No need to state the obvious here so I'm not troubled by the classification re. not a criminal investigation yet. We often see this happen when children are the subject where I think it essentially translates to bureaucracy funding with the federal partners. Nobody wants to think dollars when a child is at stake so some things are best left unsaid.

As far as media and public perception, I think there's the psychological effect of wanting to hold on to hope that the child will return safe and unharmed but we know the reality when a child goes missing 48 hours -- let alone nearly a month. MOO :(

I couldn't agree more.

But I don't think it's simply about dollars spent. It's the bureaucracy's fear of making a mistake. IMO, they have already made a huge mistake that there's no coming back from.
 
I don't understand why the jewellery she was wearing wasn't detailed to the public much sooner. Someone could come across her hair clip or a bangle.

I am in no way blaming the family, I think LE should have been showing images of her jewellery from day one. Whether it's a missing child or something more nefarious.

What am I missing here?
 
I wonder if the other children said they had been playing in/near the creek/water and that’s why there is such reluctance to call it a criminal investigation. I can’t believe they aren’t calling a tiny kid missing nearly a month criminal. There must be some piece of information leading them to think this could still be an accident.

Just because they’re not publicly calling it a criminal investigation doesn’t mean they’re not treating it like one. I don’t doubt they have the evidence to support that but just not ready to release all of that to the public just yet.

I don't think so. They would have probably found her.
The group she was with was only unaccounted for 18 minutes.

The creek was about 1/3 a mile away: 6 minute walk each way. Kids being kids would have taken more time to get there.

I don't get the impression that she was the type of child to wander off and explore by herself.

If she accidentally wandered off and had gotten lost, she would have been crying or making noise of some sort. She would have had to traverse another 2 other apartment complexes and a street. Someone would have seen something.

Dogs would have tracked her scent a further distance.

The greenbelt near her apartment was thoroughly searched.

I tend to agree. I'd like to know why the group of children left the playground.
If they left because of an ice cream truck, then a predator might have been following that truck at a distance—waiting for an opportunity to pounce.

Would people have not heard an ice cream truck? Around here, they play music to get attention. I seem to be stuck on sounds. I want to know what people heard. MOO
 
I am very surprised that mom was allowed to travel back to Afghanistan without her husband or a make escort and just with her 2 children in August. This is very unusual for traditional people to allow. And also being refugees that are new to another country with little money. I just find this detail odd.

Khil took us to the small bedroom that the family shares. In a tote his wife has Lina’s belongings tucked away. Tomorrow night Khil shares with us why he believes his daughter was abducted.

New photos of Lina Khil were shared by her family on Tuesday, one photo (on the left) was taken on the tragic day the innocent girl went missing.

The image of the toddler shows Lina in a red dress she was wearing when she went missing. She was also wearing blue and gold tone plastic bracelets, a necklace, earrings, and a gold hair clip.
From the video in the first link the reporter says, starting around 0:22, that the family released photos to the public of Lina taken the day she went missing. The reporter says the family wants you to...

"...take a close look at the jewelry, it's all gold and from Afghanistan, given to her by her father."

IF the reporter is correct and Lina's jewelry actually is gold then I assume LE is keeping an eye on pawn shops where someone may try and sell the bracelets. Also, if someone gives some of that jewelry to a friend or lover hopefully they would come forward.

Could someone simply have taken Lina in order to steal her jewelry? Has her father verified that the bracelets are really gold? Has a value been placed on her jewelry?

The father of missing 3-year-old child Lina Khil answers some of the hardest question’s viewers are posting.

He tells us that he came to the US under an SIV visa after helping US troops in Afghanistan. He never imagined his child wouldn’t be safe in the safest country in the world, the United States.

We asked his wife for an interview, but it was declined due to their cultural and religious beliefs. The young mother is expecting another child and was in tears when we were invited into their home.

I see that pattern fairly often; the mother and children go back to visit but the father has to work and therefore stays home.

But to Afghanistan? I must be misunderstanding the current situation in that country. I was under the impression that would be a perilous trip, but apparently not.

Are there any military or others that worked with her father nearby, that maybe know the family and are now living nearby and/or currently stationed in San Antonio? Someone familiar with the father and the family and wouldn’t seem to stand out. This is just maddening.
