I like the mistress theory as well. I think it's very plausible as is my earlier illegal immigrant theory.
I can't believe nobody thought of the mistress angle until Really? brought it up.
However, dismemberment and position indicates, the mother fell victim to the Manorville killer. The presence of the child (I always thought it was a daughter, now suddenly it's gender undetermined) not near the partial remains of the mother but near to another victim shows, those are all connected. Adding to this Jessica Taylor, we have someone who hunts on street corners (because that is where JT worked and where he could have fooled by bad light to go for a transvestite instead a women). However, the presence of the child again indicates a nearer connection because the probability to get to the kid is not ver high under normal prostitution conditions since the prostitute wouldn't bring her child. But since we can assume fairly certain, the Manorville killer was in business long before 2000, that leaves us with only two options. Either the 2000 victim was very personal (hard to say, considering the little LE told us about the remains) or that was a training run in a way. Which would explain the "in between" choice of a victim with a shorter connection and the messed up staging in that case. Just throwing some ideas around.
