Had McCann been referred to the Parole Board, it would not have considered his release until the summer. A panel would have assessed his case in great detail and the expectation is that he would not have been let out at that stage.

Questions about the failure to notify the board centre on the National Probation Service - and in particular, its office at Watford, Hertfordshire, where McCann's case was being handled.

Ian Lawrence, general secretary of the probation union NAPO, said there was a variety of problems there, including a number of senior staff changes.

"It was pretty much chaos in the office in terms of the supervisory system," he told BBC News. "It was not a happy place."

In September 2019, an inspection report found that performance in the wider region was undermined by workloads that were "too high", with officers having to manage an average of 42 cases each.

The report said there were "significant staff shortages", with gaps filled by agency workers, and identified problems assessing the threat posed by offenders.

"Staff did not sufficiently analyse the risk of serious harm or consider victims and potential victims," it added.

As a result of the failings, four probation officers from the Watford office faced disciplinary proceedings, one of whom was found guilty of gross misconduct and has since been demoted.

Two other workers were investigated for poor performance, including their handling of the McCann case. One employee was sacked and the contract of the other individual, who was from an agency, was terminated.

I wonder how we can find out which prison he was released from on 15th February 2019. Would a FOI tell us the answer?

I was hoping the article Alyce posted above your post would contain the answer.

I have no idea if FOI requests cover this type of information about an individual. It could be argued that the information doesn't need to be released as it serves no public interest?

I think I'd suggest tweeting some journalists who've been covering the case to see if they know, or if they've made an FOI request to find out and been denied. (FTR I don't have Twitter).

A 64-year-old woman and a 66-year-old man were arrested in Aylesbury, where McCann is originally from, while a 27-year-old man was arrested in Watford."

McCann boasted during his crime spree about being connected to a “firm” and had links to associates across the country.

Never any doubt this one would be guilty, I assume he only bothered to take it to court to make his victims suffer more! Still good to see the verdict confirmed, and I really hope the judge can find the longest sentence possible for him; I assume because he hasn't actually killed anyone (that we know of), whole life isn't possible? Hopefully there's some system to ensure he stays in for the rest of his life anyway; it's clear nobody is safe if he's free; I'd consider him more dangerous than many convicted murderers.

I wonder if he will be forced into court for his sentencing on Monday

I don't actually care if he is in court or not, I think he'd try to cause chaos and could end up hurting someone so I hope they don't force him. Just shut him in a box for the rest of his days, job done.
 
Just watching the ITV news and a commentator said that 33 of the 37 offences were so serious they carry a discretionary life sentence.

So I'm very optimistic that's what he will get, fingers crossed. I don't think this man will ever be set free again.

Mr Justice Edis is asking to be told about the license conditions Joseph McCann was on when he committed these crimes.

It would be very useful to know this and also, as we have said many times, to know which prison and at what time he was released on February 15.
And how he managed to get around in the two months from Feb 15th to April 21st.

The correct answer should have been:

In accordance with the sentence of the Court, Joseph McCann was released on 15 February 2019, after he had completed half (less time spent on remand) of a three-year determinate sentence for burglary imposed on 25 January 2018. On release, he was supervised by the National Probation Service (NPS)

When charged with that offence and remanded into custody on 21 August 2017, he was being supervised on licence by the NPS as part of the sentence of Imprisonment for Public Protection (IPP) which he received on 26 September 2008. An offender on an IPP licence is not recalled automatically when he is charged with a further offence or offences. The probation officer will consider whether the alleged further offences, prior offending and the offender’s current behaviour show that his risk has escalated to the point where he needs to be recalled to protect the public. The decision on whether to recall an offender is to be based on a robust assessment of risk and to reflect the professional judgment of a trained probation officer.

The NPS has undertaken an urgent review to establish why Mr McCann was not recalled to custody, either when remanded into custody on 21 August 2017 or when he was sentenced on 25 January 2018 15 February 2018. Mr McCann has now been charged with a number of very serious offences committed on or after 21 April this year. This has triggered a mandatory serious further offence (SFO) review, under the Probation SFO Review Procedures. The SFO review will consider in greater depth than has thus far been possible, including by interviewing relevant members of staff, the question of whether Mr McCann should have been recalled to custody when charged with and subsequently convicted of the burglary offence. Typically, an SFO review is completed within three months of an offender being charged with an SFO."

So he was released rather than escaped.

This mentions he was given a determinate sentence for the burglary he committed when out on licence, which meant he was automatically released halfway thru his sentence. Not dissimilar to the recent incident of the terrorist who had also been released halfway thru his determinate sentence. Clearly some serious problems with these procedures.
 
Been away from websleuths for a little while but have been following this.

So pleased he was found guilty on all accounts.

Let's hope for a really long sentence, I hope he gets a full life term but not sure he will. He does not deserve to walk the streets again.
