Can the parents make that decision if their isn't a guardian ad litem (can't remember the correct terminology) etc? How does that work? Can parents of a 17 year old over ride the wishes of a minor?

Richard Allen Davis had seen Polly going out for ice cream with her mother and friends and the window was left open. And Samantha Runnion was sitting on a wall with no adult present, only a child to protect her. All were still easy prey.
And... Westerfield targeted Danielle because her mother refused his advances in a bar. He wanted revenge.
