Imo...if the prison's policy of informing inmates of serious news is to bring them to an area such as the infirmary (as they did) and there happens to be a TV (normally there) which just so happens to be on to the breaking news of the day (which it was) then, why would that sound staged?
There would be no reason to set the scene when a prison officer escorting the inmate is obviously going to be required to observe a prisoner regardless (which Uncer did).
Sounds to me like the system was following protocol and the results were what they were and nothing more.
