I don't believe too much in rewards as far as solving cases, but this is one that it could work...this case seems to reek of the sort of people who might scramble over each other to grab for the money...

I've never heard of anyone being partially deceased, unless they think she has gangrene in her body somewhere? What an odd way to say that, totally deceased? You're either deceased or you're not!
This guy DOES need a translator. He's truly saying a whole lot of nothing. And just saying it over and over. I don't even know how to transcribe it.
