Trying to take the fear factor out of people coming forward, ie; people afraid of being prosecuted for their knowledge....However, he is not a prosecutor and can't dictate how prosecutors handle the case or charges. Paraphrased by me.

why hasn't SA been arrested for /CP? Prosecutors have to define. He's not sure. He honestly doesn't know why. Up to prosecution. Drugs also have to be decided upon for GJ.

Now he's talkig about S&M, and this thought could lead to other thoughts, was Hailey being photo'd against her will.... It's a suspicion he has. But he's speaking only as a City Manager, not LE.
