She only made one call to 911, and it went on and on - what difference does it make what kind of car she drives or who she supervises. The dispatcher may not have been able to prevent what happened, but he sure could have used better judgement in handling the call. Three words, supervised, children and gasoline should have been all he needed to act immediately. Yes, JP did what he did, but that does not relieve others of their responsibilities where lives are concerned.
