The shot happened after LE was already pointing guns at them and issuing verbal commands.Could VW's injury have been a through-and-through? And in the tipped-upside confusion, the bullet did in fact graze CW? So much so -- the zing, the noise, the blast -- he thought he'd been shot?
I wonder how the coroner can be certain that the crash itself or airbags didn't cause the weapon to fire?
Unless it did happen after the vehicle came to a full stop. Not a single word to CW from VW before firing her deadly shot?
The only thing that seems abundantly clear is the CW didn't wanr to die.

Investigator Ray:
"The Cadillac continued through the parking lot and into a grassy field to the south of the building, before coming to rest in a ditch near Burch Dr., after a collision with a US Marshal`s Service vehicle.
I exited my patrol vehicle and heard a gunshot, which I believed to come from inside the Cadillac."
Investigator Shahine:
"With my duty pistol pointed at the windshield of the vehicle, I could see a male driver attempting to stick his hands out of the driver side window. I gave multiple commands, to the occupants of the vehicle, so as to have them show me there hands. Due to the tint on the windshield and the angle of the vehicle, I could not clearly see any other occupants inside the vehicle. While giving my verbal commands, I heard one gun shot come from inside the vehicle."
