In the beginning I questioned this as well because I most likely would have sounded an alarm but then I asked my husband and he said, " it was late, I probably would have gone home and figured I would get in touch with her later." and he would have taking queues from the people that seemed to know her.
I can see that as a good possibility, and DW didn’t know her that well, according to what has been said.
If I got a call from someone saying they had a family members phone and they didn’t show up to a place they said they were gonna be at... my reaction would differ depending on who the family member was and how out of character it would be for them. If it was my aunt who is notorious for doing stuff like that I would wait a little longer to hear from her to be honest because one minute she might say she’s going here and on the way decide to go there and doesn’t really care about her phone that much. On the other hand if it were someone else that I know would not not show up somewhere to get their phone I would immediately be calling people, knocking on doors and contacting LE.
