I'm hoping that the sister knew nothing. Perhaps DH had a large amount of items/bags in storage at her house due to reasons such as having no permanent home (itinerant lifestyle or perhaps incarcerated as potential explanations). I keep things in storage for my brother without looking through them - it's a matter or trust/respect. Someone could have simply tipped off the police to check through the items the sister held in storage for her brother and they located the birth certificate and the suitcases in the collection.
As to why someone kept these items long enough to be stored, could it have been a matter of "out of sight, out of mind"? Keep the suitcases but somewhere you don't need to think about them... makes it a bit less real or less confrontational if that person didn't want to face what they'd done.
