If someone is reported to Facebook as being dead, the account can be "memorialized", with the "remembering" text added and the account being locked so no one can log in. It makes sense it wouldn't happen right away, family and friends would be grieving and have much else to arrange.

I suppose it could have been left open to monitor if anyone logged on to make changes or delete.
