Dyball was on the police radar continously by the looks of things. Pretty sure they determined early on that he was involved before they released the footage of his car tailing sams; id say they wanted to see what info the public had to offer while they tried to get together all the evidence. JMO.

Unsure if he'd have been on the state police radar. Certainly on a travel watchlist/AFP radar given his recent adventures, I'd say. But from what people say AD did not have a history of trouble with LE. And if he did have a criminal history, MSM would have been all over that when reporting on his time in Syria, especially the media outlets that painted him as a criminal (other outlets took a more freedom fighter slant). It's widely reported AD told the AFP to charge him or leave him alone, that if he was found to be a criminal for his efforts overseas he'd do his time.
And yes agree, often when police request or share information, I think they have the bones of it and are hoping either (a) spurs contact between the alleged perpetrators where surveillance is in place or (b) encourages someone to inform/report.
