I could be completely wrong on this, but I imagine that a passport would be a lot harder to "fake" than a state ID. And also a lot higher chance of being snagged in the long run.
I agree.
In order to get baby a passport in a legal foreign adoption, a new birth certificate (with baby's new name) would be issued by the state approving the adoption. The couple would then have to take that BC to their country's Consulate and have the passport issued.
In order to get a passport for an U.S. born minors both parents have to appear with a few exceptions (listed in link below). You pretty much have to jump through hoops to get a minor a passport without both parentss approval.
And there is no way they could have gotten back as quickly as they would have needed it. IMO
