does anyone know why theyd arrest this way? so heavy handed?( bocat went thrugh their fence)
Im not complaining I am just wondering why they had to do that way? maybe no lawyer to get them to turm themselves in? maybe thats normal to do it that way?

Maybe they had the fence gate locked & that was the only way in?
