I don't understand the news article saying they can be released.
BOTH have ARRAIGNMENT dates noted on the record when they were formally arrested, .jpeg pics and details have been posted in the thread.

Also at the preliminary hearing, the prosecutor will give the defendant and his or her attorney copies of police reports and any other documents relevant to the case
