Yeah, this is emerging as my theory as well.
Maybe he knows/believes Joey ate at CFA by himself (after all its a long trip etc - Joey must have eaten somewhere)
I think Joey went to Chase's but Chase wants to conceal a meeting with Joey alone because it could raise suspicion of an argument or a fight
Chase knows Joey is killed later, but the cops don't know that. So better to make a meeting in public where nothing too heavy can happen?
