The body of a man washed up ashore near the Turtle Beach Campground located at the 700 block of E. Williamson Road in Manteca.

Shortly before noon, our office received a call from a person fishing in the area when he came upon the body. Detectives are currently on the scene as this is an active investigation.

We will update you with additional information when it becomes available.

IMO they need to really question the last known person who was with him and saw him.


KCRA 3 spoke with Oakdale police on Wednesday, where they said Green was last seen at the California-Nevada border, but it is not known when he was seen. He is considered at risk because of the "peculiar nature in which he went missing."

Police said he is also at risk because they are not ruling out foul play at this time.

One thing puzzling in how these statements are worded, is that Oakdale is not anywhere near the CA-NV border.

I think they're trying to say that he was seen at the border, but they don't know if it was when the truck presumably stopped for the agricultural inspection, or at some other time later, like if he got out of the trailer and JG didn't notice he was missing at the time.

We are asking for our community’s help in finding an at-risk missing adult. 36-year-old Kevin Green was heading to town for the Oakdale Rodeo with his brother on Friday, April 8th in the early morning hours. He was possibly last seen in the back of a horse trailer at the Oakdale Rodeo grounds, laying down. Kevin left behind his wallet and phone and has not been seen or heard from since Friday, April 8th. Kevin is from Oklahoma and was said to be traveling from Logandale, Nevada to Oakdale. Kevin is 5’11”, 190 pounds, has short brown hair, and hazel eyes.

MANTECA, Calif. — Update:

The San Joaquin County Sheriff's Office has identified the body of the man found near a campground in Manteca.

In a Facebook post, law enforcement identified the man as 53-year-old Joseph Raymond Tigue.

Odd case. Just my two cents, I don't know of anyone who rides in a trailer, even a horse trailer with a bunk. It would make more sense that Kevin would have ridden in the cab of the truck. I'm not buying this story. MOO.

I've seen some horse trailers that are tricked out like a mini RV on one side, with room for the horse on the other side.

Still would seem unusual for a passenger not to ride in the cab of the truck, but if he wasn't feeling well or if they were arguing, I could see a person opting to ride in the trailer. Plus if he's not doing well mentally that could lead to unusual choices. MOO

The thing is though, it is impossible to ride in a trailer, tricked out or not, without getting tossed around. I don't know of anyone that does that. IMO, Kevin riding in the trailer doesn't ring true. Anything is possible though.

When she gets to California Susan plans to follow up on leads from people who’ve seen Kevin’s missing person poster circulating on social media. She said people have reported possible sightings in Escalon and Tulare. She said the brothers’ next stop would have been Red Bluff so she also plans to check there. “I am a mother and I can’t stay here with my hands tied hoping someone will find him,” Susan said, adding that she is becoming more anxious with each passing moment

I'm glad it's not Kevin, but sorry for Mr. Tigue's family and friends. Condolences to them.

tulare is very far south west of oakdale in the other direction from red bluff.

Kevin's Mom has been very transparent about his challenges in life. She loves him obviously, but is not hiding what he was under the influence of.
Hoping Kevin is found safe and ends the cycle of addiction, for his sake and all those who love him :(

Where were they left. The trailer or the truck, or somewhere else ?
The only place where that info was mentioned was the OPD post. It wasn't specified where he left them, so not sure.
