I came here to suggest this as well, 3.5 for grown lady is quite small. This doe is probably closer to the 5'0" mark, which would make her a good match for Paula. She's also about an hour away from where Paula disappeared from.Welcome Carolyn - I'm sorry that your sister is missing and I hope that maybe we can find some answers for you.
Do you know if this Jane Doe has been ruled out? I didn't see any rule outs on Paula's NamUs profile except three from Virginia.

I'm wondering if Paula got beyond the vicinty of the camper, if not even out of the camper itself. It sounds like April may have decided, or been asked, to take a walk in the rain. Or she didn't take a walk but was afraid to turn down assisting in disappearing a dead body. Either way, April got rained on. I wonder if Steve did. I also wonder what the relationship was like between April and Steve, and might something other than missing out on a rock concert have caused Paula to be worked up enough to 'storm out.'Steve couldn't go because he was on parole and he couldn't leave the state. Paula stormed out of the camper. Her friend April went after her, but came back in to get her coat. It was raining. When she went out again, she couldn't find Paula. No one has seen her since
I came to this thread because I was looking at Paula as a match for the same Doe, as has been discussed in this thread. Does anyone know if she's been submitted?
This article mentions Santa Rosa Jane Doe and the description and timing more or less fit Paula, as a few of you have mentioned.
