I just read the link above for missing 4 year old Vincent Wayne Beer. I lived in that exact zip code (92116) in the late 1980s and 1990s, and I have never heard of this missing child. It makes me wonder if it was a parental abduction, rather than a stranger abduction. Abductions by strangers tend to get a LOT of press. Of course, this child in the duffle bag could have been put there by either a stranger or by a non-stranger, so it may not be relevant. I now live very close to where this unknown child's body was found. I would love to see this case solved.

He was not dressed properly at all. 3 jersey shirts stacked but no undershirt, sweater, jacket what you would normally expect. Screams neglect and abuse to me.

Also in the bag was an adult-sized, green winter jacket with black and red paint stains on it and a rather unique adult-sized sweatshirt that had “Kamikaze Racing Team” imprinted on it.''

Born 29 Jan 1996, but noted as 'special needs' & allegedly
denied food therefore possibly developmentally retarded,
which may go towards obscuring the estimated age.
Adopted, so I wonder if they have DNA for him?

Joe Mullins, a forensic artist for the National Center for Missing and Exploited Children, is creating a sculpture of an unidentified child whose remains were found in Rancho Bernardo nearly two decades ago.'

'The case involves skeletal remains of a child found on May 4, 2004, inside a green and tan duffel bag dumped off Interstate 15 in Rancho Bernardo. Investigators believe the victim was between two and four years old and had been dead for at least a year when discovered.
Mullins is using a 3D-printed skull and clay to recreate the child's face. The victim was found wearing distinctive clothing, including red pants with white stripes, a blue vest with a gray hood featuring "FOOTBALL POWER" text, and sweatshirts with cartoon designs.'

That's super cool! Even if the right person didn't see it, maybe the additional exposure will help. If not for him, then someone attending may check out some Does and see a loved one.

Unfortunately it may also be that genetic genealogy is the only way for this little one.

Agree.Any movement in cold cases is praiseworthy. However, from experience, child UID are usually victims of domestic violence and family members tend to keep quiet or are silenced by the perp/s. IGG is the way to go

I thought the Kamikaze racing team sweatshirt might be a possible lead; however, the Cotler brand created that name/line of apparel, and it was not specific to any particular team or sport.
