"One suspect, one vehicle," Steve Rai tells reporters when asked whether police are looking for anyone else.

Rai is asked whether the 30-year-old suspect has a criminal record.

"It would be inappropriate for me to get into those kind of details at this point," Rai says adding it would be "unfair" to make comments on whether the suspect was on bail.

Eleven confirmed deaths in Vancouver car-ramming attack – police
Police have confirmed that there are now 11 deaths in the Vancouver car-ramming attack.

In a press conference on Sunday, Vancouver police said that those injured were transported by ambulance to nine different hospitals through metro Vancouver.

Interim Vancouver police chief Steve Rai said “the person we have in custody does have a significant history of interactions with police and health care professionals related to mental health”.

They also believe that the evidence currently at hand “does not lead us to believe this was an act of terrorism”.

Charges have yet to be filed.

Second bolded: Doubt it was a race/ethnic attack after hearing the witnesses description of the perp at the link below, it sounds like the perp was known to law enforcement and may be Filipino himself ?
However it was evil, possibly premeditated, and despite his mental health issues there is no excuse for such behavior.

Video circulating on social media showed a young man in a black hoodie with his back against a chain-link fence, alongside a security guard and surrounded by bystanders screaming and swearing at him, the Associated Press reported.

'I´m sorry,' the man said, holding his hand to his head, according to AP.

Interim Vancouver Police Chief Steve Rai declined to comment on the video, but said the person in custody was a 'lone male' who was 'known to police in certain circumstances.'

I am not trying to excuse him, but curious to know what his mental health struggles are. Reminds me a bit of the Nicole Linton case in CA. He could’ve been hallucinating, delusional, entirely unaware of his surroundings. It’s a terrible horrible thing that has happened but I will wait to hear more before having any firm opinions.
