I am not trying to excuse him, but curious to know what his mental health struggles are. Reminds me a bit of the Nicole Linton case in CA. He could’ve been hallucinating, delusional, entirely unaware of his surroundings. It’s a terrible horrible thing that has happened but I will wait to hear more before having any firm opinions.
I wonder the same thing. For those that may be in a state of hallucinating, delusion, or unawareness, how long does it last, what snaps them out- as this suspect was apologizing immediately afterwards?

I visited Louisiana last month and say the memorials dedicated to those killed in during the terror attack on New Year's Day. And here we are again, just a short time later, a large group of innocent people killed. I'm hoping these families can find comfort in their memories and each other.

Is anyone else suffering from anxiety or panic attacks while out? Every now and then when I'm in Walmart (small town) I start watching people and looking towards the exits. I just get this weird feeling. I can't imagine what it must be like for those who have experienced a mass trauma event, especially in public.

Vancouver – A suspect has been charged with murder in the death of multiple festival-goers at a Filipino community block party Saturday night.

Eleven people, aged 5 to 65, were killed, and more than two dozen others injured when a man drove an SUV into a crowd of people celebrating the Lapu Lapu Day festival, near Fraser Street on East 43rd Avenue.

A 30-year-old Vancouver man was arrested at the scene by Vancouver Police after bystanders and witnesses intervened to detain him.

The BC Prosecution Service has now charged Kai-Ji Adam Lo, 30, with eight counts of second degree murder. Lo, a Vancouver resident, has appeared in court and remains in custody. The charge assessment is ongoing and further charges are anticipated.

Some of the victims in Saturday’s mass-casualty incident remain unidentified.

VPD has established a 24-hour assistance centre at the Douglas Park Community Centre, 801 West 22nd Avenue, for anyone who has not been able to contact a friend or family member. Anyone who cannot attend in person can call 604-717-3321 to speak with a victim-liaison officer.

Witnesses who have not yet come forward are asked to contact the Vancouver Police Department’s Homicide Unit at 604-717-2500 and speak with investigators. Anyone with images or bystander video of the incident is asked to visit vpd.ca and upload it to an online portal so it can be reviewed by investigators.

Lo had no prior criminal record, according to the online court database.

Sources told Postmedia that a family member had contacted a hospital psych ward hours before Sunday’s attack because of Lo’s deteriorating mental health. It’s not known what action, if any, was taken. He was believed to be suffering from delusions and paranoia.

Moo...earlier it was mentioned that there were usually dump trucks used to block of street. That seems cheap and effective. Why were they not used this time.. considering there have been a number of car rammings around the world lately

As we reported earlier, there have been questions around how a driver was able to get an SUV into the crowd. Rai says that the risk assessment done by police, prior to big events, involves scanning social media for threats and working with organizers on their needs, among a “whole gamut” of preparations.

He says that last year’s Lapu Lapu Day festival was a family-friendly event for Filipino people to celebrate their culture, an atmosphere police wanted to maintain this year. He said he believes this year’s response was appropriate based on the information they had.

“We don’t want to cage everybody up at every event in the City of Vancouver,” the interim police chief said.

I found the official response to the valid questions about security barriers to be a bit disrespectful. To just say “we can’t predict one-off situations” and “we don’t want to create a police state” feels like such a cop out. In what world do road barriers constitute a police state anyway?

Acting police chief Steve Rai is asked about the safety of the event, he says "we can't predict one-offs".

"We certainly don't want to create a police state. The intelligence led up to a proper deployment of resources based on the information."

A little earlier, the mayor who said the whole team is committed to making events safer and the city safer but he added situations like this "can happen anywhere".
 
Video circulating on social media showed a young man in a black hoodie with his back against a chain-link fence, alongside a security guard and surrounded by bystanders screaming and swearing at him, the Associated Press reported.

'I´m sorry,' the man said, holding his hand to his head, according to AP.

Interim Vancouver Police Chief Steve Rai declined to comment on the video, but said the person in custody was a 'lone male' who was 'known to police in certain circumstances.'

well, people with diagnosed mental issues still have the responsibility to take medications and not use street drugs that can make their conditions worse. Both questions remain open, at least to me.
 
This is where things get tricky. How do you enforce someone to take their medication? You know without it they will fall into another mental crisis. If we could just figure out how this can be done without infringing on people's rights etc we could solve a lot of these situations. Most times family and friends have their hands tied and just hope this doesnt happen. 'No harm to themselves or others' is not a reliable solution. imo

Police said they’ve had significant interactions with Lo — as did health care professionals — due to his mental health issues. Some were recent.
 
And the problem with a lot of people with psychosis and other types of mental illnesses is that after they've been stabilized by the drugs they don't think they need them and then the cycle starts again. You force your patients to take their drugs, regardless what the ailment is for.
