With all due respect, if she was previously unfit, and is on the right dose of medication, it is entirely possible for her to be stabilized enough to understand the consequences of what she's done. At this point, we haven't been given the full details of how she has become mentally 'fit', and while it may seem that this happened quite suddenly, it's not entirely impossible. If she's fit to stand trial - this is what we WANT don't we? This doesn't mean that she will or will not be found NCR. Let's wait and see what unfolds.

Accused in PATH stabbing to undergo final fitness hearing before trial

"Lawyers from the crown and defence told CTV News Toronto that Bisesar will appear on Sept. 5 to set a date for a fitness hearing in front of a jury.

Both sides have prepared a joint submission telling the judge that Bisesar is fit and should be tried in a criminal court.

The trial is likely to begin sometime near the end of October, lawyers say."

"A Toronto woman has been found not criminally responsible for the fatal stabbing of a complete stranger after a judge ruled she did not have the mental capacity at the time to know her actions were wrong.

Justice John McMahon said Tuesday that Rohinie Bisesar, who pleaded not guilty to first-degree murder in the death of Rosemarie Junor, was seriously ill during the attack in December 2015.

“I am satisfied on a balance of probabilities that Rohinie Bisesar suffered from a mental disorder, schizophrenia, when she took this woman’s life,” McMahon said. “Because of the schizophrenia, she was incapable of knowing the killing was morally and legally wrong.”

Well this will be interesting to see what happens next, considering Bisesar was deemed fit to stand trial. Is she also fit to live within the community again?

McMahon said Bisesar will now be sent to a secure wing of a mental health hospital in Toronto until she has a hearing with the Ontario Review Board, which decides if and how not criminally responsible patients should be detained.

If she responds well to treatment, she may be free again relatively soon.

I’m not sure about conditions of release, but Richard Kachkar’s case sounds similar to RB’s.
A man found not criminally responsible for killing a Toronto police officer, while continuing to do “very well” since being discharged from hospital, has never apologized directly to the officer’s widow.

Richard Kachkar was found not criminally responsible by a jury in 2013 for killing Sgt. Ryan Russell with a snowplow in January 2011 during a psychotic episode.

She is still a significant risk,” said Dr. Ipsita, Ray, adding Bisesar hasn’t shown significant remorse and still has unrealistic view of the events leading to incarceration.

Bisesar is on antipsychotic medications, but due to side effects her prescription has been altered.

Ray said there is no time line to determine the results of this new drug cocktail.

“We need to see the response to the medication (before any decision can be made),” Ray said.

The board heard that the hospital’s recommendation to move Bisesar may be appropriate within the year before the next hearing.

Board Chairman Joseph Neuberger said public safety and the management of risk will have to be taken into consideration.

He said decision will be made in a week on whether to allow into the general population ward.

A woman found not criminally responsible for killing a stranger in a Toronto pharmacy has been ordered detained in a mental health hospital because she lacks insight into her crime and remains a significant threat to the public, a board overseeing her case has ruled...

"Ms. Bisesar describes herself as a good person and has a hard time understanding her role in the death of the victim," the board wrote in a detailed decision released this month.

"Ms. Bisesar considers herself to be ready for discharge to the community at the present time, which represents a combination of limited insight and a grandiose self-appraisal, possibly as a defence mechanism, but nonetheless as an unrealistic appreciation of her circumstances."...

Court heard she suffered from severe hallucinations and delusions that manifested as a voice commanding her to harm someone. She refused treatment for years while in custody and only became fit to stand trial in April 2018.

She remains in a secure, six-bed wing at Toronto's Centre for Addiction and Mental Health where she is in "almost complete remission" of her symptoms, due a strict regime of medication, cognitive behavioural therapy and psychotherapy, the board noted...

PATH stabber Rohinie Bisesar remains a very sick woman who still has no “deep remorse” for killing a complete stranger and the MBA graduate is so delusional that she’s been been applying for jobs from her secure forensic unit at the Centre for Addiction and Mental Health.

Those were some of the disturbing details found in recently-released reasons for the Ontario Review Board’s decision last month to keep Bisesar in the six-bed, highly-monitored secure unit at CAMH. While she continues to pose a “significant threat” to public safety, the board is hopeful she might recover enough over the next year that she could be moved into the general unit.

More alarming is that Bisesar, 43, was actually seeking passes into the community where she’d be “indirectly supervised.” Her psychiatrist warned such unescorted visits at this time could have “catastrophic results” and the board agreed that for now, she must be accompanied off hospital grounds by staff and Toronto Police have to be notified.

A fixture at coffee shops in the financial district, the homeless business grad had been suffering from commanding hallucinations she kept well hidden...

“Ms. Bisesar considers herself to be ready for discharge to the community at the present time, which represents a combination of limited insight and a grandiose self-appraisal, possibly as a defense mechanism, but nonetheless as an unrealistic appreciation of her circumstances,” the report warns.

In further evidence of her lack of insight into her serious illness, she’s also been “actively pursuing job opportunities, both in CAMH and in the community, in spite of not having the passes to pursue same.” And even after being advised to set more realistic goals, Bisesar continues to send out applications.

“This is a concerning issue when it comes to risk,” the board says.

In fact, her psychiatrist suggested that her gradual release plan from CAMH could include visiting the nearby Shoppers Drug Mart.

Fortunately none of the victim’s family was on the call when that insensitive suggestion was made — it was in the underground Shoppers where Bisesar plunged her knife into Junor’s heart in December, 2015.

At her annual Ontario Review Board hearing, held by Zoom due to COVID-19, all parties agreed that Bisesar, 45, has improved dramatically over the last year in the secure forensic unit at the Centre for Addiction and Mental Health. “Mahesh Bisesar, 40, was arrested on March 4 but his arrest was not announced by police until Monday. His arrest came after investigators from the Toronto police’s Child Exploitation Section searched a home in the Danforth and Woodbine area.

...Schizophrenia often responds well to treatment and in May, at an Ontario Review Board hearing, she was described as stable and, despite contracting COVID-19, had a “positive clinical year.” The board was told “she now feels guilt about what happened, which is a significant improvement.” She was allowed to start living outside a secure hospital in supervised accommodation at the discretion of her doctors, provided she doesn’t have a weapon with her.”

“It is alleged that a user contacted girls between the ages of 12 and 16 online for a sexual purpose,” Const. Caroline de Kloet claimed in a statement released Wednesday. “Online payments were made by the user in exchange for live viewings of child sexual abuse material.”

Five days after an annual Ontario Review Board (ORB) hearing to determine the future of Rohinie Bisesar, a Toronto woman found not criminally responsible (NCR) for stabbing a stranger to death in Toronto’s underground PATH system in December 2015, Bisesar has had her detention order extended within the forensic service of the Centre for Addiction and Mental Health.

The panel was told Bisesar, who is now 46-years-old, takes two anti-psychotic medications given by injection every four weeks and a daily anti-psychotic tablet. Walton told the panel the patient is stable while taking medication, but if she stopped, her schizophrenic symptoms would likely reappear.

The Ontario Review Board will publish its reasons for its latest disposition within a month.
