Kinda leans towards the possibilities that Shannon's left on her own accord, or LE and the family are satisfied with the information they have at the moment, not needing any further assistance from the public.
No as long as her photo is still on the CPS FB page it's an active investigation.
"Active" in what sense though? Doesn't look like they're doing much. It's still open, as they haven't located her, but it doesn't appear as though they're actively searching.
I may be alone on this, but I still think it's quite possible they've taken it down a notch (or ten) after discovering something to indicate she's done this by choice.
They are always doing stuff behind the scenes. We are talking about someone who's missing a few months not years. In the Lisa Mitchell case they were actively building their case for 2 years with no updates to the public. She was a missing person with no leads.
From what I can see, Lisa's case got quiet in the 2nd year, though the media was revisiting the case and the police were renewing their pleas for assistance in locating her. Posters were distributed over the 2 years. Was there a Facebook page for her?
SB's case got quiet within about three weeks. Are they still distributing posters?

Prior to the discovery of her body there were only ever 2 news articles. One shortly after she went missing and one 2 years later. Interesting that they also say "there is no indication of foul play". Same as they said for Shannon. As well they say she may have gone to Edmonton or Fort McMurray. Just like Shannon may have gone to Vancouver or Toronto. The similarities are interesting but it also shows that CPS was actively working on Lisa Mitchell's case the whole time as it takes time and planning to work out a sting operation.
Time will tell for Shannon. While there are similarities between the cases, there are also some distinct differences. Was there a press conference for Lisa? Shannon's disappearance was a national headline.

It was a national headline before the Fish Creek thing. Why go from bold to understated? Lisa's was understated the entire time, until her body was discovered.
It was only a national headline because of the broad scope of could be in Vancouver or Toronto. That's one end of the country to the other. I'm curious as to who told LE that's a possibility.
Another thing that cannot be overlooked, was the vast use of resources spent on the search in Fish Creek Park... Over photos. If they really thought she voluntarily disappeared to another city, they certainly wouldn't have wasted those resources.
There is due diligence and then there is tieing up vital services and special forces. Remember, they have to justify the use of every Officer and every dollar. These were 'pictures' hanging from a tree. In order to justify that extent of resources, they would need to reasonably believe that there is cause. Had those Officer's been needed elsewhere and they were tied up on 'due diligence' - Someone would have some serious explaining to do. Had they truly believed that she was in another city, they would have deployed a couple of investigators and a few patrols. This was a full-on search complete with K-9 and forensics. That is highly unusual and suspect.Due diligence.
