Owen Sound is on traditional territory, but is not part of a First Nations Band territory, so the tribal police wouldn't be involved.
I have no link to support this, so please consider it gossip, but according to some within the legal community in that region, an update from police is expected shortly.
My suspicion is that there may be an international element to the arrests that is complicating the matter.

I theorized in a previous post that one or more of the suspects could be an international worker on a visa:The reason I suspect there may be an international element, is because police can detain a foreign national without charges. At least, I believe so. But I am not a lawyer.
1. Possibility that the culprits could be international workers on travel visas. If you've ever vacationed in Canadian tourist areas, you will hear a lot of British and Australian accents. These are the thousands of mostly young people from the Anglosphere who travel to Canada on short-term visas to work hotels, summer camps, restaurants and and ski hills. Owen Sound is in close proximity to the Bruce Peninsula and Blue Mountain tourist regions, both of which likely have a large number of young people on travel visas.
