I have never heard of a phone company restricting the phone to incoming calls for a few hours and then restricting all calls. What would be the point? Either it was totally restricted or it was restricted to only accept incoming calls.
I thought of something.
What if JI's call had nothing to do with whether the phone he was calling was restricted, it just wasn't available (like, the carrier couldn't get the signal from the receiving phone). Only thing I'm not sure of is if someone can leave you a vm on a restricted number.
