In autumn 2023 he was actually employed in Broken Arrow Schools, Oklahoma.The Vermont murder was on Thursday, Oct 5, 2023. Unless we're missing information about a trip east in the fall of that school year, he should've been working in a classroom in Texas. Does anyone have info that he wasn't working as a teacher at that time?
I understand your frustration, but I don't think they gave him a pass.
The school probably could not press criminal charges. Criminal charges must be supported by clear evidence of actual criminal acts-not just flying yellow, or even red flags.
Radiating creepy vibes (however strong) or having questionable judgement are effectively not criminal acts. Likewise, the act of filing criminal charges cannot be mis-used as a warning or other form of deterance.
Then factor in that civil servants, including teachers, can have a lot of job protections.
As a result, firing government employees can be administratively very difficult and often involves a long appellate process.
In addition, firings are often restricted to specific grounds. "Creepy vibes" would not be one of those specific grounds. Questionable judgement probably is. But.... the problem teacher could well need to be given a series of written notices, give time for improvement etc.
In short, pressured resignations and "contract not renewed" appear to be very common ways to get rid of problem teachers. The school was likely following standard practice

Given she was retired when murdered, I don't think it's worth going back further in time as her career is likely longer than AM has been alive.
I don't think the cases are connected, imo.

Neither sketch picked up traits that I see as pretty darn distinct, of course they may have only seen him for short period of time, then later had to recall.

He seems to maintain that same hair style year after year.
If he had a cap on then you can’t see it.

In Texas, the contracts negotiated by either unions, or de facto unions can vary by each district.IMO and experience, it’s highly dependent upon the laws in each state and whether or not the teachers’ union is strong.
In NYS we have a very powerful union (NYSUT) and even more so specifically here in NYC (UFT).
It looks like McGann was teaching at Spring Creek Elementary in Broken Arrow, OK, for the 2023-24 school year, according to Arkansas local news and other outlets.
Looking at that school's calendar for 2023, school appears to have been in session on October 5. Fall Break wasn't for another two weeks. However, October 6 was a "distance learning" day, so perhaps no in-person classes were held. Not sure what the instructors' obligations are.

This video from the Broken Arrow School District from 2022 explains their student learning day.
5th graders would be working independently on assignments through Canvas or some other Learning Management System on that Friday (they switched from Distance Learning Mondays to Fridays in 2023).
However, by all appearances from this video and other posts on the district's FB page, teachers are expected to be in the building in order to collaborate with planning and assessing students' progress with other teachers at their grade level as well as be available to answer students questions.
A quick phone call by LE to inquire to whether or not AM's was at work on October 5th would be a trivial means for rule him as being potentially in or out for this crime.
Do we actually know that no one reported him to CPS? Unfortunately sometimes you report to CPS and nothing happens.

Surely you saw my Cleveland Clinic link in my post that you are speaking of (its below, without embedding it in the text). I am not ignorant of the criteria as you imply. Quite frankly I am offended.Even for pure speculation, I think it would be good to check a few criteria before throwing possible diagnoses around! A theory ought to be backed up with a few more facts than someone's row of nicknames or aliases. JMO
